About this opportunity

The Massachusetts Department of Transportation is soliciting bids for the reconstruction of Allen Street (MA285) in Braintree under FAP No. STP/HPP-003S(904)X, with bids due October 6, 2026; bidders must not use COMMBUYS and must submit through alternative MassDOT procedures.

The project encompasses approximately 0.54 miles of roadway reconstruction on Allen Street and subordinate improvements to Thayer Road and Shaw Street, including pavement milling and overlay (730 square yards), full-depth asphalt construction (3,295 square yards), cement concrete sidewalks with ADA-compliant curb ramps (1,035 square yards), drainage structure removal and replacement, utility pole relocation coordinated with seven utility providers (Braintree Electric Light Department, Comcast, Verizon, National Grid Gas, Enbridge, AT&T, Eversource Gas, MWRA Sewer), sanitary sewer and water main installation, retaining wall repair and replacement, tree removal and protection, and electrical conduit and lighting installation. Bid items exceed 150 line items with specified quantities. All Superpave hot mix asphalt must utilize warm mix asphalt technology. Pavement milling must achieve 2.00% cross slope or maintain existing slope with construction tolerances of 0.5% on sidewalk and wheelchair-ramp slopes. Utility coordination requires seven calendar days advance notification to enable 30-day notice-to-proceed for each sequence; seasonal restrictions prohibit gas line installation between November 15 and April 15.

The estimated total contract value is $2.847 million. Construction is restricted to a five-day work week, 8:00 a.m. to 3:30 p.m., with Substantial Completion required within 665 calendar days and Contractor Completion within 712 calendar days from Notice to Proceed. The project is federally aided under STP/HPP funding and subject to Buy America requirements. Labor participation goals are 15.3% for minorities and 6.9% for women per job category. Prevailing wage requirements and all applicable Massachusetts Department of Environmental Protection conditions (File Number 008-0751) and Braintree Conservation Commission wetlands-protection requirements apply. The Town of Braintree is responsible for construction costs exceeding 110% of the total participating contract bid price. Questions must be submitted to the Construction Contracts Engineer by 3:00 p.m. on the Tuesday before the bid opening date.
