About this file
This document is a comprehensive set of Rules, Regulations, and Guidelines for the Town of Braintree Water and Sewer Department in Massachusetts, established under the Massachusetts Department of Transportation Highway Division proposal framework. The regulations govern water supply systems, service connections, meter installation and maintenance, hydrant operations, backflow prevention, cross-connection control, subdivision development, and conservation practices within the Town of Braintree. The document establishes requirements for applicants seeking water service, including written applications submitted to the Water & Sewer Department offices at 85 Quincy Avenue, and mandates that service pipes be copper tubing with a minimum one-inch diameter, that all residential subdivisions and developments provide meters conforming to departmental specifications, and that fire hydrants be installed at intervals not exceeding 500 feet. Key operational requirements include minimum buried depth of four and a half feet for water mains and laterals, mechanical joint connections for meter plumbing, horizontal meter installation between one and four feet off the floor, and separate trenches for water and sewer lines with ten-foot spacing and eighteen-inch elevation separation.
The regulations establish specific material specifications for all components including ductile iron pipe (Class 52, 18-20 foot lengths), gate valves, hydrants (Mueller Super Centurion Model A-423 or approved equal, painted OSHA yellow), service tubing (Type K copper), and various fittings meeting AWWA standards. The document mandates that all contractors performing water work must be licensed utility contractors on the Department's approved list, carry proper insurance and bonds, and provide 48-hour advance notice before commencing work. Testing requirements include hydrostatic pressure testing at 150 PSI or 50% above normal operating pressure for two hours, with allowable leakage determined by specific formulas, and all new mains must be disinfected according to ANSI/AWWA C651 standards and sampled by qualified testing contractors. The regulations authorize the Tri-Town Board of Water Commissioners (representing Braintree, Randolph, and Holbrook) to implement water conservation phases based on reservoir levels, ranging from restriction of automatic watering devices to complete prohibition of non-essential water use, with civil penalties assessed for violations.

Section 2. Location of Hydrants - All hydrants installed shall be located between properties on back edge of sidewalk to the extent practicable. Property owners desiring to have a hydrant moved shall file a request with the BWSD. If the request is approved the hydrant will be moved at the expense of the property owner.
Section 3. Fire Supply Mains - All materials must conform to the BWSD
“SPECIFICATIONS FOR WATER WORKS MATERIALS” as most recently amended. See Appendix B for a summary of common materials. Fire supply mains are subject to an annual fee based on the diameter of the main itself and not the device.
Buildings with sprinkler systems that obtain water for fire protection from BWSD distribution mains that are six inches (6") in diameter or less must have separate connections for the fire line and the domestic service. Wet taps are required for both connections. (Note: The minimum centerline to centerline dimension between the fire line and domestic service is five feet (5') to allow for proper spacing of tapping sleeves and/or saddles)
Buildings with sprinkler systems that obtain water for fire protection from BWSD distribution main that are larger than six inches (6") in diameter may make one wet tap connection to the main in the street and branch off the fire line and domestic service outside the building with these restrictions.
A. Dual purpose (fire & domestic) water mains (for commercial buildings) to be connected to the BWSD distribution system must be a pipe size smaller than the existing street main because of limitations of tapping sleeve and valve installations. (Examples: eight inch (8") or smaller tap for ten inch
A00804 - 15
(10") street main; Ten inch (10") or smaller tap for twelve inch (12") street main, etc.)
B. In addition to the tapping valve in the street, the dual purpose (fire & domestic) water mains must have separate shutoff valves for both the branched-off fire line and the domestic service. These shutoff valves should be located as close to the property line as practical but in no case closer than 10 feet to the building.
C. All materials on dual purpose (fire & domestic) systems must be ductile iron to prevent galvanic corrosion.
D. Fire supply mains are not metered and consequently cannot be tapped inside a building for any purpose other than fire protection.
E. Application for a permit to connect a fire supply main to the Braintree
Water System is available at the BWSD business office at 85 Quincy
Avenue.
F. Hydrant Use: - Permits for Hydrant use can be obtained and the BWSD and a meter assembly will be installed. In addition to the quantity of water used, a charge will be assessed by the BWSD. There shall be a charge each time a hydrant is opened or closed for contractors or others between the hours of 8 AM and 4 PM on regular work days, within a 48 hour notice. At any other time, and on Saturdays/Sundays the charge will be an employee’s time and one-half with a four hour minimum. Holidays will be charged at the rate of double time and a half with a four hour minimum.
Colder weather will require a “dog house” to enclose the meter and it must be locked and a key given to the Fire Dept in the event of an emergency.
G. Private fire service pipes shall be installed by a licensed utility contractor from the BWSD’s list of approved licensed utility contractors, at the owner’s expense, including the street connection. The layout of check valves, type and size of pipe, control valves, and meters shall be subject to the approval of the BWSD, Fire Department and the Fire
Underwriters. The building owner is also responsible for maintaining the fire supply main and protecting it from frost.
H. All persons or firms having private fire connections for sprinklers and private hydrants on the premises or in buildings are forbidden to use them for any purpose except extinguishing fires.
ARTICLE 6.0 – BACKFLOW PREVENTION AND CROSS-CONNECTION
CONTROL
A00804 - 16
Section 1. General - Backflow prevention and cross-connection control in the
Commonwealth of Massachusetts are regulated by Section 22.22 of CMR 310 “Drinking
