The project is funded through Federal-Aid Program (FAP) and State Transportation (STP) sources.

Work is restricted to one 8-hour shift per day, Monday through Friday, 7:00 AM to 3:30 PM, unless otherwise approved by the Town. Labor participation goals are established at 15.3% for minorities and 6.9% for women for each job category, applicable to contractor and subcontractor on-site workforce. All iron, steel, manufactured products, and construction materials must be produced in the United States under Build America, Buy America requirements. In-water work is prohibited from March 1 to July 15 and September 1 to November 15 to protect diadromous fish. The project is subject to Clean Water Act Section 401/404 compliance, Endangered Species Act protections, Taunton and Raynham wetlands ordinances, and MBTA railroad coordination requirements, with substitute bus transportation mandated for weekend rail shutdowns. The work was authorized under U.S. Army Corps of Engineers Nationwide Permit 14, valid through March 14, 2032. Comprehensive insurance requirements include Railroad Protective Liability Insurance of not less than $5 million per occurrence and $10 million aggregate, Umbrella Liability Coverage of not less than $10 million per occurrence, and Automobile Liability Insurance of not less than $1 million combined single limit.
