1.0 INTRODUCTION AND PURPOSE
This Sampling and Analysis Plan (SAP) was prepared in support of the Taunton & Raynham – Superstructure Replacement Project, South Street East Over the Taunton River (the Project) (MassDOT Project #613642), which proposes to replace the superstructure and perform substructure repairs of the bridge carrying South Street East/ Old Colony Avenue over the Taunton River in Raynham and Taunton, Massachusetts (Figure 1). As outlined in 314 CMR 9.07(1)C, the Project anticipates removing and disposing of up to 2,000 cubic yards (cy) of dredged material and is subsequently required to conduct sediment sample collection and analysis to ensure the protection of human health, public safety, public welfare, and the environment.
In total, three (3) composite samples and four (4) grab samples will be collected for analysis. The samples will be collected by TG&B Marine Services, Inc. and overseen by a BETA scientist. Each sample will be advanced to the proposed dredging depth within the river (6 feet) using geoprobe hand tools and a sediment samplers. Sampling locations are identified on the Sediment Sampling Plan (Figure 4) and will be GPS located at time of sampling. Following collection, the samples will be sent to ESS Laboratory | A division of the RISE Group in Cranston, RI.
The composite samples will be tested for the following:
• Conductivity
• MCP 14 Metals (includes arsenic, cadmium, chromium, copper, lead, mercury, nickel and zinc as required by 314 CMR 9.07))
• Ignitability
• Reactive Sulfide/cyanides
• Pesticides/herbicides to meet Aggregate reporting limits
• VOCs (volatile organic compounds) (Grab sample based upon highest PID)
• PCBs (polychlorinated biphenyls by EPA Method 8082 and NOAA analysis for congeners) **
• Total SVOCs (semi-volatile organic compounds) o (PAH (polynuclear aromatic hydrocarbons) results will be a subset of the total SVOC results; Total SVOC results to conform with MassDEP Policy # Comm-97-001)
• Extractable Petroleum Hydrocarbons (EPH)
• TPH (total petroleum hydrocarbons)
• Total Organic Carbon
• volatile solids (percent)
• water (percent)
• TCLP, as applicable
** PCB analysis will be conducted using EPA Method 8270C Modified (EPA Method 680);
results will include the “NOAA” list of 22 congeners.
Additionally, each composite sediment sample will be analyzed for cyanide.
The grab samples will be tested for:
• VOCs
• EPH with PAHs
The Sediment Sampling Figure showing the sampling locations and a description of any compositing or subsampling conducted will be submitted along with the analytical results. In addition, a copy of the report
A00882 - 6 of sample analysis from the performing laboratory will be provided including quality assurance/quality control information and methods of analysis used.

Documentation shall include the initial 40-hour training and 8-hour annual refresher training demonstrating compliance within the current work period.
2.0 SEDIMENT SAMPLING OVERSIGHT
2.1 SEDIMENT SAMPLING SCOPE
The total volume of sediment to be dredged from below the Mean High-Water elevation of the Taunton River is estimated to be approximately 2,000 cubic yards. BETA is proposing sampling for parameters outlined in the Water Quality Certification regulation and COMM-97 disposal parameters to evaluate likely off-site disposal alternatives for the generated sediment.
The samples submitted for analysis will be a combination of composite and grab samples, based upon the sample location. Based upon the dredging depth within the stream and in order to provide sufficient information to evaluate sediment volume and off-site management options, BETA has proposed collection of 9 sediment cores to a depth of 6 feet (three from upstream of the bridge, three from the area underneath the bridge, and three from downstream of the bridge) which will be composited to create three composite samples. One grab sample will also be collected in an area underneath the CMP drainage outfall, and three additional grab samples will be collected (one from upstream of the bridge, one from the area underneath the bridge, and one from downstream of the bridge). The location of all sediment sampling locations is available in the attached Sediment Sampling Plan (Figure 4).
A00882 - 7
The sediment samples will be analyzed based on the requirements for the 401 Water Quality Certification (WQC), as well as COMM-97 standards to evaluate potential off-site management alternatives as described in Section III below.
Each sample will be advanced to a depth representative of the sediment depth within the River using geoprobe hand tools and a sediment sampler. Sampling locations will be GPS located at time of sampling.
3.0 SAMPLING PLAN
The application for a 401 Water Quality Certification (WQC) for Dredging requires the physical and chemical analysis of sediment samples. Samples will be collected to adequately represent the sediment to be dredged and evaluate off-site management alternatives. The locations of the cores from which WQC samples will be collected are shown on Figure 4.
One (1) grab sample from each of the 3 sample areas (upstream, underneath the bridge and downstream) shown in Figure 4 will be collected, 1 grab sample from the area below the drainage outfall, and 3 composite samples made up of 3 core samples collected from each sample area, as depicted on Figure 4 will be collected and submitted for laboratory analysis, as described below.
If a 0–6-foot depth is infeasible at any of the identified sampling sites, the field personnel responsible for taking the sample will find a representative site as close as possible to the identified site. The Field personnel is responsible for noting the change in sampling location, the impetuous for that change, and the distance of the new location from the previously identified one.
Sample Collection and Analysis will be performed in accordance with MassDEP standard operating procedures. The analytical laboratory will be instructed that the testing must meet the reporting limits indicated in the table above and can also be found under Section 9.07(2)(b)6 of the 401 Water Quality Certification Regulations [314 CMR 9.07(2)(b)6].
A plan showing the sampling locations and a description of any compositing or subsampling conducted will be submitted along with the analytical results. In addition, a copy of the report of sample analysis from the performing laboratory will be provided including quality assurance/quality control information and methods of analysis used.
3.1 GRAB SAMPLES
Grab Samples will be collected in compliance with WQC and COMM-97 standards. Four (4) grab samples will be collected including:
• One sample upstream of the bridge (GS1);
• One sample underneath the bridge (GS2);
• One sample downstream of the bridge (GS3); and,
• One outfall sample (GS 4).
According to 314 CMR 9.07(2) - Sampling and Analysis Requirements, samples collected for analysis of volatile organic compounds are obtained from an individual core and not composited from multiple cores.
In areas adjacent to the , the core selected for VOC analysis will be selected based upon the highest field PID reading of the two cores collected from each sample area. If all PID readings are 0, VOC samples will be selected to be spatially representative of the future dredging area.
3.2 COMPOSITE SAMPLES
Composite samples will be collected in accordance with 314 CMR 9.07(b)(4), which states:
A00882 - 8
“For projects up to 10,000 cubic yards, one core for every 1000 cubic yards of dredged material shall be collected. Up to three cores may be composited to create a single sample, provided:
a. The grain-size distribution and likelihood of contamination are similar based on depositional characteristics, spill history, and location of point source discharges;
b. Cores are composited from the same reach; and
c. Samples collected for analysis of volatile compounds are obtained from an individual core and not composited from multiple cores.
For all projects, a minimum of two representative samples shall be characterized physically and chemically.“
The limits of dredging have been subdivided into 3 distinct composite areas that correlate with the downstream, upstream, and below-bridge reaches. Within each composite area, the streambed has consistent grain size distribution, likelihood of contamination, and location of point source discharges. All samples submitted for volatile compounds are to be obtained from an individual core sample and will not be composited from multiple cores.
In total, 3 composite samples will be submitted for WQC parameters and reporting limits in accordance with 314 CMR 9.07. These composite samples will be collected downstream of the bridge (CS1), in the area underneath the bridge (CS2) and upstream (CS3) of the bridge. Each composite sample will consist of 3 core samples located within their respective composite area as designated on the included Sampling and Analysis Plan.
Composite samples will be composed of the following core samples:
• Composite Sample 1 (CS1);
o Core Sample 1 (S1) o Core Sample 2 (S2) o Core Sample 3 (S3)
• Composite Sample 2 (CS2);
o Core Sample 4 (S4) o Core Sample 5 (S5) o Core Sample 6 (S6)
• Composite Sample 3 (CS3);
o Core Sample 7 (S7) o Core Sample 8 (S8) o Core Sample 9 (S9)
In total, 9 core samples will be collected in their respective locations. Each set of three cores, (S1-S3, S4- S6, and S7-S9) will be combined to create the three composite samples (CS1, CS2, and CS3) respectively.
Under no circumstances are the three composite samples (CS1, CS2, and CS3) to be combined. All 3 shall be submitted separately for chemical analysis.
The composite sediment samples will also be analyzed for chemical constituents required by Section D of the WQC Application, and COMM-97 parameters. The COMM-97 parameters is one sample per 500 CY of material so three samples composited from each of the 9 core samples should be sufficient for evaluating disposal options.

Sample Receipt The following samples were received on December 01, 2025 for the analyses specified on the enclosed Chain of Custody
Record.
Samples 25L0055-01 and 25L0055-02 for Metals were oven dried at 60 degrees Celsius prior to digestion and relogged in as samples 25L0055-04 and 25L0055-05. This was done to increase the dry weight of the sample digested which decreases variability of results and lowers the detection limits for samples with high water content.
