The project value is $8.007 million. Scope includes site preparation (3.4 acres of clearing and grubbing, 31,700 cubic yards of excavation), drainage infrastructure (22 catch basins, 9 manholes, approximately 2,160 linear feet of sanitary sewer pipe), pavement work (fine milling of 11,700 square yards, multiple asphalt courses totaling approximately 4,430 tons), site amenities (approximately 10,620 linear feet of granite curbing, 2,915 square yards of concrete sidewalk, 4 pedestrian bus shelters, guardrails), electrical and lighting infrastructure (38 luminaires, level 2 EV chargers), landscaping, signage, and pavement markings over a 365-day performance period. Full Beneficial Use is due within 1,098 calendar days from Notice to Proceed.
Labor participation goals are 15.3% minority and 6.9% women for each job category. The project is subject to prevailing wage requirements and the Build America, Buy America Act, with all iron, steel, manufactured products, and construction materials sourced from the United States (limited exceptions up to $2,500 or 0.1% of contract cost). Equipment, telecommunications, and video surveillance must comply with 2 CFR 200.216 prohibitions on certain foreign manufacturers (Huawei, ZTE, Hytera, Hikvision, Dahua). Contractor must provide a 5% proposal guaranty and coordinate with concurrent adjacent service plaza work without additional compensation or time extensions for delays.
Price adjustments apply for hot mix asphalt ($712.50 per ton base), Portland cement ($452.13 per ton), diesel fuel ($3.911 per gallon), gasoline ($3.136 per gallon), and structural and reinforcing steel (base price index 370.1). Addendum No. 1, issued July 30, addresses pavement markings and signage on revised plan sheets 34 and 36. Bidders must acknowledge this addendum before submission.
