RE: Federal Consistency Certification: Expansion and Improvements at The Route 132 Park And Ride Lot Barnstable (MassDOT Project 610800); Barnstable

Dear Ms. Kreisel:

The Massachusetts Office of Coastal Zone Management (CZM) has completed its review of the proposed project which consists of expanding the existing Park-and-Ride facility located off Route 132 in Barnstable, which will add approximately 297 new parking spaces for a total of 665 parking spaces. The project will also include updates to lighting and drainage. These activities include the following:

- The project consists of new pavement construction, replacement of existing sloped granite edging with vertical granite curbing, overlaying existing pavement, new concrete sidewalks and wheelchair ramps, reconfiguring the access to provide a separate bus drop-off/pick-up lane, a new passenger car drop-off area, and pedestrian access to the parking area from Route 132.

Although the activities associated with this project are located within the defined

Massachusetts Coastal Zone, they fall below the thresholds that CZM generally uses to require review under our federal consistency provisions. Consequently, a formal decision from this office regarding consistency with our enforceable program policies is not necessary. Any federal licenses or permits for the work performed may be subject to CZM’s federal consistency review. It is incumbent upon the proponent to notify CZM, submit an explanation of the nature of the work under 15 CFR 930, and submit necessary data and information. CZM will use this information to determine if further federal consistency review is required.

Thank you for submitting the information to CZM. If you have any questions regarding our review process, feel free to contact me at sean.duffey@mass.gov.

Sincerely, Sean Duffey CZM Project Review and Dredging Coordinator
