About this opportunity

The Massachusetts Department of Transportation (MassDOT) is requesting bids on construction of the Independence Greenway Multi-Use Path in Peabody, a 1.25-mile shared-use pedestrian and bicycle path with two pedestrian bridges, with proposals due September 1, 2026 at 2:00 p.m. through www.bidx.com and a total project value of $19.204 million. Bidders must be pre-qualified by MassDOT in either the BRIDGE-CONSTRUCTION or HIGHWAY-CONSTRUCTION category prior to submission and must hold a Digital ID from www.bidx.com at least 14 days before bid opening. The contract is subject to federal prevailing wage rates and minority participation goals of 15.3 percent and female participation goals of 6.9 percent, with price adjustments for hot mix asphalt, Portland cement, diesel fuel, gasoline, and structural steel. No paper bids are accepted.

The scope encompasses approximately 1.579 miles of bituminous asphalt shared-use path extending from Lieutenant Ross Memorial Park to Peabody Road, including two pedestrian bridges — Bridge No. P-03-018 over Route 1 (229 feet, five-span steel structure with MSE retaining walls and drilled-shaft foundations) and Bridge No. P-03-028 over Proctor Brook (179 feet, single-span prefabricated steel truss with black locust timber decking). Additional work includes utility undergrounding and relocation, drainage improvements, roadway reconstruction, traffic signal reconstruction, wetland restoration, slope stabilization, and landscaping across 5.12 acres. Excavation and fill requirements total approximately 12,000 cubic yards. Environmental compliance requires adherence to Section 404 of the Clean Water Act (Army Corps General Permit 23), Chapter 91 Waterways License, Wetlands Protection Act Order of Conditions, Endangered Species Act commitments for northern long-eared bats and tricolored bats, and MassDOT soil management and property-use policies. Construction is restricted to specific hours: 7:30 a.m. to 4:00 p.m. Monday–Friday on Independence Greenway and Peabody Road (with lane closures), 9:00 a.m. to 3:00 p.m. on Lowell Street, and 9:00 p.m. to 5:00 a.m. Sunday–Thursday on Route 1 mainline (with approval required for alternate hours). Work phases span approximately two years from spring 2026 through spring/summer 2028. The City of Peabody shares cost responsibility for expenses exceeding 110 percent of the bid price. A 5% Proposal Guaranty is required. Informational contract documents are available free upon request to MassDOTBidDocuments@dot.state.ma.us. Do not use COMMBUYS to bid.
