About this file

This is Addendum No. 3 to a construction proposal issued by the Massachusetts Department of Transportation (MassDOT) Highway Division for the Independence Greenway Multi-Use Path project in Peabody, dated August 28, 2026. The addendum transmits revisions to contract documents in response to bidder questions, specifically addressing the removal and disposal of the "Hallmark Building" sign and related signage work. The original proposal opening date of September 1, 2026 at 2:00 p.m. remains unchanged. Revised pages are provided in Document 00010 (Page 3), Document A00801 (Pages 189-190 containing Special Provisions), and Document B00420 (Pages 26-30 containing the Proposal). Key bid items affected include Item 874.2 (Traffic Sign Removed and Reset—10 each), Item 874.4 (Traffic Sign Removed and Stacked—15 each), and a new Item 874.7 (Miscellaneous Signs Removed and Stacked—2 each, specifically referencing the Hallmark Building sign at Lowell Street Station 512+46 and a Commercial Sign at Lowell Street Station 517+85). The addendum clarifies that miscellaneous private signs are to be removed, protected, temporarily stored, and stacked at designated locations in coordination with property owners, with all associated costs including labor, materials, equipment, footing removal and disposal, and gravel backfill included in the unit price bid.

The project involves substantial infrastructure improvements valued at $19.204 million with federal prevailing wage requirements and minority participation goals of 15.3 percent and female participation goals of 6.9 percent. Price adjustments are applicable for hot mix asphalt, Portland cement, diesel fuel, gasoline, and structural steel. A 5 percent Proposal Guaranty is required, and bidders must be pre-qualified by MassDOT in either the BRIDGE-CONSTRUCTION or HIGHWAY-CONSTRUCTION category prior to submission. Digital ID registration through www.bidx.com must be completed at least 14 days before bid opening, and all bids must be submitted electronically through www.bidx.com with no paper bids accepted. The City of Peabody shares cost responsibility for expenses exceeding 110 percent of the bid price. Construction is restricted to specific hours depending on location: 7:30 a.m. to 4:00 p.m. Monday-Friday on Independence Greenway and Peabody Road, 9:00 a.m. to 3:00 p.m. on Lowell Street, and 9:00 p.m. to 5:00 a.m. Sunday-Thursday on Route 1 mainline.
