About this file

This is Addendum No. 4 to the contract documents for a Massachusetts Department of Transportation (MassDOT) project involving the construction of the Independence Greenway Multi-Use Path in Peabody, a 1.25-mile shared-use pedestrian and bicycle path with two pedestrian bridges. The addendum, issued September 1, 2026, postpones the bid opening to Wednesday, September 9, 2026 at 2:00 p.m. and transmits revised contract pages including an updated cover page and Notice to Contractors (Document 00104). The project scope encompasses approximately 1.579 miles of bituminous asphalt path extending from Lieutenant Ross Memorial Park to Peabody Road, two pedestrian bridges (Bridge No. P-03-018 over Route 1 and Bridge No. P-03-028 over Proctor Brook), utility relocation, drainage improvements, traffic signal reconstruction, wetland restoration, and landscaping across 5.12 acres, with excavation and fill totaling approximately 12,000 cubic yards. Construction is anticipated to span approximately two years from spring 2026 through spring/summer 2028. The total project value is $19,204,000.00.

The addendum addresses three critical design questions submitted by prospective bidders regarding prefabricated steel truss bridge specifications and foundation capacity, all marked for resolution in future addenda. Bidders must be pre-qualified by MassDOT in either the Bridge-Construction or Highway-Construction category prior to proposal submission and must hold a Digital ID from www.bidx.com at least 14 days before bid opening. Electronic proposals are submitted exclusively through www.bidx.com with no paper copies accepted. The contract is subject to federal prevailing wage rates and includes minority participation goals of 15.3 percent and female participation goals of 6.9 percent. Price adjustments apply to hot mix asphalt, Portland cement, diesel fuel, gasoline, and structural steel. The project includes environmental compliance requirements under Section 404 of the Clean Water Act, Chapter 91 Waterways License, Wetlands Protection Act Order of Conditions, and Endangered Species Act commitments for northern long-eared bats and tricolored bats. The City of Peabody shares cost responsibility for expenses exceeding 110 percent of the bid price. A 5% Proposal Guaranty is required.

Questions and Responses Addendum No. 4, September 1, 2026

MAS Building & Bridge, Inc., e-mail dated August 28, 2026

Question 23) This question is being written to follow up on Addendum 2, Q&A response 20 and

Addendum 1, Q&A response 3 regarding the design and fabrication of the truss bridges, particularly the Route 1 bridge (Span 3). The Contractors bidding on this project are not able to select a bridge system as the response to Q&A 20 states, as there is only one fabricator that has committed to providing a quote and capable of producing a truss of this size and type. This one option is a truss that cannot meet the L/1000 live load deflection and keep the geometry shown on the contract plans.

The width adjustment and steel member size changes required to meet that design requirement have a significant impact on loading, and thus may (or may not) result in major changes to other project elements, including foundations. This puts exorbitant risk on the Contractor related to design and extra work that is not in keeping with the intent of public bidding. We ask that MassDOT please:Consider adding a waiver to reduce the live load deflection requirement to L/360 per AASHTO Guide for Pedestrian Bridges. OR reconsider and confirm that any evaluation, design, and extra work necessitated by geometry adjustments to the truss bridge during design refinement will be compensated under Specification Subsections 8.10 and 9.03. OR provide the name and contact information for a fabricator that can produce a truss bridge that matches the contract drawings, as the vendors currently noted in the bid documents are unable to provide the bridge as specified.

Response 23) This will be answered in a future addendum.

E.T.& L. Corp. e-mail dated August 31, 2026

Question 24) Plan Sheet 182, Prefabricated Steel Truss Notes #9 for Bridge No. P-03-018 states:

“The maximum unfactored bridge dead load per pier is 210 kips, including truss, deck, protective screen, and all other miscellaneous components. Any change in load assumptions must be verified by the Engineer.” We understand the preliminary assembled weight of the prefabricated truss structure alone, excluding the cast-in-place concrete deck, is approximately 353,000 lbs. With the concrete deck included, the total structure weight is expected to exceed 600,000 lbs, which is greater than the design engineer’s load assumptions. Please confirm whether the pier foundations, as designed, can accommodate this increased loading. If they cannot, please provide a revised pier foundation design that can support the increased load.

Response 24) This will be answered in a future addendum.

Questions and Responses Addendum No. 4, September 1, 2026

Question 25) Plan Sheet 198, Prefabricated Steel Truss Notes #9 for Bridge No. P-03-28 states:

“Substructure design is based on factored live loads and dead loads, including an assumed unfactored superstructure weight of 148.5 kips for the 179’-4” span length.

Design is subject to change based on final superstructure design. Actual loads shall be furnished by the prefabricated steel truss manufacturer.” We understand the preliminary assembled weight of the prefabricated truss structure alone, excluding the black locust decking, is approximately 163,000 lbs. This anticipated load exceeds the design engineer’s assumptions. Please confirm whether the abutments, as designed, can accommodate the increased loading. If they cannot, please provide a revised abutment design capable of supporting the increased load.

Response 25) This will be answered in a future addendum.
