Questions and Responses Addendum No. 2, August 27, 2026
Kodiak Corporation, e-mail dated August 25, 2026
Question 11) Item 655.042 – Wood rail on MSE Wall – How do we get paid for the Aluminum
Screen?
Response 11) The ¼” diameter aluminum wire mesh with 2” square openings, designed for 200-pound loading, applied to a one square foot area at any point on the panel, to be attached to the 42” wood rail fence within the limits of the MSE wall shall be incidental to Item 655.042: 42 Inch Wood Rail Fence.
Question 12) Item 904 – This material is for bench foundation and conduit encase. Is there any other use ?
Response 12) Item 904: 4000 PSI, 3/4 Inch, 610 Cement Concrete is used for bench concrete pads, interpretive sign concrete pads, trash can concrete pads, conduit encasement, and a headwall on a 24” pipe at Station 200+87.70, 16.1’ Right (as shown on Plan Sheet 25 of 245).
MAS Building & Bridge, Inc., e-mail dated August 25, 2026
Question 13) There are large trees marked for removal. Can a per each pay item for removal of trees >24” diameter please be added (104.0)?
Response 13) Per MassDOT standards, existing trees with an 8” or greater dbh are shown on the plans. Item 101.: Clearing and Grubbing is proposed for tree removal within the project limits. Per MassDOT Standard specifications, trees and stumps, regardless of size, that fall within an area to be cleared and grubbed shall not be measured for separate payment.
Question 14) The drawings indicate suggested Support of Excavation from approximate Sta
22+00 to 23+50 and 30+30 to 32+50. It appears there are other locations along the North side of the western MSE wall and abutment that may require SOE either due to the easement location, existing poles or proposed ductbank. As this is a Lump sum item, please confirm the locations noted called out on the drawings are the minimum required.
Response 14) Locations of support of excavation shown on the plans for Bridge No. P-03-018 are suggested and may be modified as required based on the Contractor’s means and methods. Support of excavation at STA. 22+00 to 23+50 is suggested to facilitate excavations in front of an existing retaining wall, while support of excavation at STA. 30+30 to 32+50 is suggested due to the limited space available within the easement lines and to minimize impacts to an existing parking lot. Based on existing topography, sloped excavations are anticipated at all other locations for construction of the MSE wall leveling pads. Construction of the proposed underground electrical utility should be coordinated with excavations for construction of the MSE walls.
Multi-Use Path Construction of Independence Greenway at I-95 and Route 1
Response 14)(Continued)
Additional lengths or locations of support of excavation may be provided, as determined by the Contractor. No additional compensation will be provided beyond the lump sum amount for Item 953.1.
Question 15) Please clarify if item 129.5 Track Excavation will only be paid where rail is presently attached to the ties. There are many locations onsite where there are embedded ties with no rail attached and/or piles of already removed ties, rails and OTM (in piles). Is the intent for sorting, stacking and removal of these non-intact materials to be measured and paid under this item based on the linear feet of original rail bed? And if so, please confirm that in areas where there are two parallel railbeds, that each line will get paid independently, measured along centerline of tracks.
Response 15) Item 129.5: Track Excavation will be paid for in all locations where track material is encountered within the project limits, regardless of whether the rail is attached to the ties. Per the Method of Measurement for Item 129.5, payment will be measured by the foot along the centerline of the track bed and shall include two rails and all associated hardware. Per the Basis of Payment for Item 129.5, removal of RR ties is incidental to Item 129.5. If creosote wood ties need to be disposed, that shall be in accordance with and paid for under Item 184.1. The removal and disposal of all other materials related to the railroad facilities shall be in accordance with and measured and paid for under Item 120.: Earth Excavation.
Question 16) The Specification for Item 945.9 states that “obstructions may be encountered in the granular fill layer, and if encountered, the location should be predrilled, or abandoned and relocated if drilling is unsuccessful. No additional payment will be provided for drilling obstructions or relocation of the aggregate column.” Similar to Item 945.305, due to the unquantifiable nature of obstructions, can an item be added for drilling obstructions for work associated with the ground improvements?
Response 16) No additional pay items will be added for drilling obstructions for work associated with the ground improvements.
Question 17) MBTA Access Permit Applications require Railroad Protective Insurance (if applicable). As there is no active rail within the property, can you please confirm this policy is not required?
Response 17) There is no active rail within the project limits. However, the Contractor is responsible for coordinating with the MBTA to meet the necessary insurance requirements for obtaining an access permit.
Multi-Use Path Construction of Independence Greenway at I-95 and Route 1
Question 18) At Route 1, what is the purpose of Removing & Resetting the two OD-1 overhead signs?
Response 18) There is one overhead sign proposed to be removed and reset, OD-1, from approximately Station 108+00 to Station 110+00. The detail on Sheet 65 refers to OD-59, which was the sign number for OD-1 when it was installed under project 608206. OD-1 and OD-59 are the same sign. OD-1 is being relocated to provide a clear line of sight for vehicles traveling northbound after they have passed under the proposed Route 1 bridge.
Question 19) The Special Provisions state, “locating and protecting utilities is incidental to Item
991.1 and will not be considered for additional compensation” and “as an early action item (prior to MSE wall design submittals being submitted), the Contractor shall perform test pits along the centerline of the MSE wall approach locations...”
under 996.31. Please confirm that all test pits on the project will be paid for under
141.1 or 141.11 and are not incidental to any other items.
Response 19) Confirmed. All test pits are to be paid for under Item 141.1: Test Pit for Exploration or Item 141.11: Test Pit for Exploration – Vacuum Excavation.
Question 20) This is a follow up on Addendum #1, Q&A responses for Questions 6 and 8 regarding final truss bridge geometry. As any geometry changes required for the final bridge design would be design refinement based on MassDOT’s design requirements, for bidding purposes please confirm that the cost of any evaluation and modification of other elements would be borne by MassDOT and not the Contractor as stated in the responses. These geometry adjustments, if required, could impact tie-in with the approach spans (profile and horizontal), pier geometry, deep foundation design, among other things. As the design requirements and capabilities of materials are out of the control of both the fabricator and contractor, any resulting changes due to necessary refinements should be compensated and handled under Specifications 9.03 and 8.10.
Response 20) The Contract Documents establish the required design criteria and project geometry. The Contractor is responsible for selecting and designing a prefabricated truss system that meets the specified design criteria and for coordinating the final geometry with all affected project elements. If the Contractor’s selected bridge system requires geometry beyond that shown in or accommodated by the Contract Documents, all associated costs shall be the responsibility of the Contractor at no additional cost to MassDOT. Modifications required to accommodate the Contractor’s selected bridge system will not be considered for compensation under Subsections 8.10 or 9.03.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the
EO
is available at https://www.dol.gov/agencies/whd/government-contracts.
Note: Executive Order 13658 generally applies to contracts subject to the Davis-Bacon Act that were awarded on or between January 1, 2015 and January 29, 2022, and that have not been renewed or
00880 - 7 extended on or after January 30, 2022. Executive Order 13658 does not apply to contracts subject only to the Davis-Bacon Related Acts regardless of when they were awarded. If a contract is subject to Executive Order 13658, the contractor must pay all covered workers at least $13.65 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract from May 11, 2026, through December 31, 2026.
The applicable Executive Order minimum wage rate will be adjusted annually.
Additional information on contractor requirements and worker protections under Executive Order 13658 is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).
The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.
Union Rate Identifiers
00880 - 8
Addendum No. 2, August 27, 2026 A four-letter identifier beginning with characters other than SU, UAVG, SA, or SC denotes that a union rate was prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.
0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.
Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.
Union Average Rate Identifiers The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:
UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.
The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.
A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.
00880 - 9
Addendum No. 2, August 27, 2026 Survey Rate Identifiers
The SU identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022- 6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.
SU wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).
State Adopted Rate Identifiers
The SA identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted.
ME
refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications
00880 - 10
Addendum No. 2, August 27, 2026 and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.
The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the SA identifier took effect under state law in the state from which the rates were adopted.
