About this opportunity
Polk County Public Schools has issued an Invitation to Bid (ITB #038-MJ-0225) for a comprehensive 3 Brush Vehicle Wash System replacement at the Tenoroc Facility. The procurement seeks a qualified vendor to remove the existing non-functioning wash gantry and install a new gantry-style 3 brush roller system capable of washing various vehicle types including semi-trucks/trailers, school buses, and passenger vehicles. The system must integrate with the existing Fuelmaster system for wash activation and requires full configuration, delivery, installation, and operational training. A mandatory pre-bid conference was held on December 4, 2024, with bid responses due by December 12, 2024, at 3:00 PM. The contract will have a three-year base period from February 10, 2025, to February 10, 2028, with an estimated annual value around $188,000-$190,000. Bidders were required to attend the pre-bid conference and sign the attendance sheet, and the procurement process included multiple addenda and clarification documents to provide detailed specifications and requirements for the wash system installation.
The procurement does not appear to have specific set-aside designations for disadvantaged enterprises, though various compliance documents were required, including drug-free workplace certifications, non-collusion affidavits, and debarment certifications. Three primary bidders participated in the process: NS Corporation from Valencia, CA; Westmatic from Buffalo, NY; and Technology At Work of SWFL, Inc. from N. Ft. Myers, FL. The existing infrastructure includes a Fuelmaster system that the new wash system must integrate with, and the project requires hot-dipped galvanized steel framework, LCD touchscreen controls, emergency stop buttons, and comprehensive installation services. The bid documents indicate that the School Board reserves the right to award by line-item and may consider the lowest responsive and responsible bid. Ultimately, after an initial award to NS Corporation, the contract was recommended to be awarded to Westmatic for all items, with a total estimated contract value of approximately $188,000 annually and requirements for specific technical capabilities, installation standards, and system compatibility.
