About this file
This document is an Addendum (#001) issued by Polk County Public Schools' Purchasing Department for Invitation to Bid (ITB) 038-MJ-0225 for a 3 Brush Vehicle Wash System. The addendum covers a mandatory pre-bid conference held on December 4, 2024, at 9:00 AM in Bartow, Florida, with a project site walk-through. Bids will only be considered from vendors who signed the attendance sheet, and the deadline for submitting questions was December 4, 2024, at 3:00 PM EST. The contract aims to replace the existing wash gantry and track system at the Tenoroc Facility, with the goal of installing a new 3-brush roller system capable of washing various vehicle types including semi-trucks, school buses, and passenger vehicles.
The addendum provides clarifications on several key aspects of the project, including acceptable materials (galvanized or stainless steel), existing infrastructure handling, disposal responsibilities, and warranty expectations. The district will provide 30-yard roll-off containers for trash and recycling metal, with the contractor responsible for cutting and properly disposing of materials. Service requests during the warranty period are expected to be responded to within 2 business days. The FISH map for the project site is available upon request after signing a confidentiality agreement. The contract is set for a three-year base period, expected to commence around February 10, 2025, and end on February 10, 2028.

Bids will not be considered from bidders who do not sign in the attendance sheet.
The deadline for receipt of questions was December 4, 2024, at 3:00 PM (EST).
Due to limited time for receipt of proposals the District will not be able to accept additional questions.
Please see the responses below to written questions that were timely received by the district. Questions may have been edited for clarity and brevity.

Questions on site:
2. Q: What materials can be accepted?
A: The bid states galvanized metal should be used. Stainless steel is also an acceptable option.
3. Q: Is the overhead welded?
A: The overhead steel structure that is welded to the building uprights is expected to stay in place, and the contractor can attach their equipment to it in a workmanlike fashion. Any current hoses and wiring for the current wash hanging from this structure is expected to be removed by the contractor.
4. Q: Where the existing carriage can be plumbed?
A: The existing under carriage wash can be plumbed into the new system if the contactor wants to add this as a value-added service. This is not part of the bid and not necessary for the functioning of a 3-brush gantry system.
5. Q: Who is responsible for the disposal materials?
A: The bid states contractor will be responsible for the disposal of all materials. After speaking to all of the vendors, we want to change this to- The district will provide a 30yd roll off for trash and a 30yd roll off for recycling metal. The contractor will be responsible for cutting up materials and placing them in the proper roll off dumpsters for disposal and or recycling. All materials must fit in the container and extend no higher than one foot above the top rail of the container. The school district will cover the cost of disposal and will keep any revenue generated from the sale of recycled materials from this project.
6. Q. In event of a failure what is your expected down time for a technician to be on site? What are the expectations of life of the machine?
A. Service requests for the BDA while in the warranty period are expected to be responded to within 2 business days. Any warranties on the device and installation should be noted on the bid response.
The FISH map for the project site is available upon request and after a confidential agreement has been signed by vendor and received in Purchasing. Please send request to:
