About this opportunity

The City of Midland, Texas Transportation Division is soliciting bids for the FY 2027 Asphalt Maltene Rejuvenating Agent Project, with bids due November 18, 2026 at 2:00 PM through Bonfire. A local-vendor preference applies: under Texas Local Government Code 271.9051, the City may award to a local bidder whose principal place of business is within city limits if its bid is within 5% of the lowest bid and the City Council determines in writing that the local bidder offers the best combination of price and economic development benefits. The affidavit of eligibility covers contracts valued between $50,000 and $100,000 for services and up to $500,000 for commodities.

The scope is furnishing all labor, materials, and equipment to apply an asphalt maltene rejuvenating agent, a cationic emulsion of petroleum oils and resins, to asphaltic concrete surfaces citywide. The estimated quantity is 2,271,200 square yards. Bidders submit a Base Bid for Reclamite, manufactured by Tricor Refining, LLC, or an Alternate Bid for another product; only one option is evaluated. Bidders must provide manufacturer certifications of compliance and documentation of at least five years of satisfactory government use, plus field data showing a minimum 45% viscosity reduction and 25% penetration increase. Applicators need at least three years of experience with the proposed product and must list five prior projects with government references.

Payment is a unit price per square yard treated and accepted. Work must begin within ten calendar days of the release to proceed and finish within 365 calendar days. Award goes to the lowest responsible bidder or the best value under Texas Local Government Code 252.043, and the City may increase, reduce, or delete items. Bidders must submit a bid or a "no bid" response, and failure to respond removes them from the bid list. Bid guaranty equals 5% of the largest possible lump-sum bid and must be submitted within fifteen days after award notice. The successful bidder furnishes performance and payment bonds at 100% of contract price for bids over $50,000. Insurance is due within 21 days of the transmittal letter. Contract terms are non-negotiable, and any modification renders the bid non-responsive. Questions go in writing to the Office of the Purchasing Agent, and conflict-of-interest disclosure (Form CIQ) is due within seven business days of triggering circumstances.
