About this opportunity
The City of Midland is requesting sealed bids for the renovation of the Road Runner Course at The Courses at Hogan Park, with bids due September 23, 2026 at 2:00 p.m. Central Daylight Time and a pre-bid meeting scheduled for September 2, 2026 at 1:00 p.m. at the golf course.
The project encompasses comprehensive 18-hole golf course renovation including demolition of 10,970 linear feet of existing cart paths, mass grading operations involving approximately 137,285 cubic yards of earthwork, USGA green construction (113,850 square feet), bunker construction with specialized drainage liners, tee construction, drainage feature installation with recycled concrete retaining walls, hardscape and bridge work (118,925 square feet of concrete cart paths and one 8-foot by 25-foot bridge), soil preparation and grassing across 160 acres, tree planting (112 trees), and complete irrigation system installation with approximately 750 full-circle and 1,240 part-circle valve-in-head sprinklers, 31 satellite field controllers, and over 60,000 linear feet of HDPE piping ranging from 2 to 16 inches in diameter. Green construction must consist of 93% USGA sand and 7% Dakota Peat per base bid specifications. Cart paths require 4-inch concrete with fiber mesh reinforcement and herringbone bunker drainage layout with 4-inch N-12 perforated pipe.
Construction must commence by November 2, 2026 and be completed by July 31, 2027, with final irrigation inspection due July 16, 2027. Bidders must submit unit pricing for materials, labor, equipment, and operator rates on City-supplied forms. Irrigation work requires superintendent qualifications with at least seven years' experience; electrical personnel must complete Paige Electric Company certification or approved equivalent; HDPE fusion technicians must hold current certification from McElroy, ISCO, or Aquafuse. Contractors must provide a one-year warranty on all materials and workmanship, with an additional five-year limited warranty on HDPE pipe and fittings.
A 5% bid bond is required. For contracts exceeding $50,000, a Performance and Payment Bond equal to 100% of contract price is mandatory. Commercial General Liability insurance of $1,000,000 per occurrence, Business Automobile Liability of $250,000, and statutory Workers' Compensation are required. Liquidated damages of $500 per day apply for delays beyond the completion date. Prevailing wage rates for the Permian Basin Area apply. Bids may not be withdrawn within 75 calendar days after opening. The City reserves the right to reject any or all bids.
Five alternates are available: Alternate 1 addresses irrigation modifications; Alternate 2 substitutes EcoBunker Advanced Wall with TifTuf sod; Alternate 3 reduces imported topsoil to fairways only (12,475 cubic yards versus 16,750 cubic yards base bid); Alternate 4 replaces drainage feature construction with natural grass channel; Alternate 5 adds native landscaping. A separate warranty alternate offers a 25-year Aquafuse or ISCO warranty for piping. Addenda 1, 2, and 3 have been issued addressing construction clarifications, cart path specifications, irrigation details, and correcting the completion date from July 31, 2025 to July 31, 2027. All bidders must return completed addenda with their bids by closing date. Bids must be submitted through Bonfire or in a sealed envelope to the City of Midland, 300 N.
