About this file
This is Addendum 2 to Bid #27000006 for the City of Midland's Hogan Park Road Runner Golf Course renovation project in Texas, issued on September 14, 2026. The addendum provides clarifications to bidders regarding golf course construction and irrigation work through responses to 22 questions submitted by proposers. Key construction clarifications include: concrete cart paths will be 4 inches thick with fiber mesh reinforcement rather than rebar; recycled cart path wall blocks should vary in length from 3 to 8 feet with irregular faces; erosion control plans must be prepared by a licensed engineer after award but before construction begins; and concrete testing will consist of an initial test on the first batch with up to four additional tests at the Owner's discretion for a maximum of five tests. Irrigation-related clarifications specify that green isolation valves should be 2-inch CMF nonmetal valves; connection points to existing systems are detailed at eight specified locations; purple or black pipe with purple stripe is acceptable for non-potable water; and yellow wire should be installed along mainlines and to each quick coupler valve. Additional details address Ecobunker backfill specifications, sod quantities for Alternate 4 estimated at 12,000 square feet, and joint specifications for cart paths.
The addendum requires all bidders to return it with their bid submissions by the closing date, and all other terms and conditions of the original bid documents remain unchanged. Bidders are instructed to download bid tables for bid submission completion and to include the cost of SWPPP preparation in their bids. The document clarifies that estimated quantities shown in the Bid Form for silt fence and inlet protection are preliminary, and any quantities exceeding those estimates will be addressed through applicable unit prices or change orders. No pricing information, award dates, contract terms, or funding sources are specified in this addendum document.

GOLF COURSE CONSTRUCTION QUESTIONS
1. Can you provide a detail of your curb? Yes, the detail is attached to this addendum.
2. If concrete testing for cart paths is required - please inform what is required and qty. The specifications do not establish concrete-testing frequency based on cubic yards placed. However, an initial concrete test shall be performed on the first batch delivered to the project. The Owner also reserves the right to require up to four additional concrete tests at the Contractor’s expense, for a maximum of five tests.
The locations and timing of the additional tests will be determined by the Owner or Golf Course Architect during construction. Each concrete test shall include slump, air-content and compressive-strength testing performed by a qualified independent testing laboratory. Compressive-strength specimens shall be prepared and tested in accordance with the ASTM standards referenced in Section XII.
3. Will the erosion control plan be required to be done by a licensed engineer? Yes
4. We have concerns of contractors providing erosion control plans and the scope of work it would require for pricing. Engineer firms are telling us a two-week turnaround to produce plans. In your bid form - you have silt fence and inlet protection. The SWPPP is not required to be prepared before bids are submitted. Bidders should include in their bids the cost of having the SWPPP prepared after award and before construction begins. The quantities shown in the Bid Form for silt fence and inlet or basin protection are estimated quantities based on the anticipated needs of the project. If the completed SWPPP requires quantities exceeding those shown in the Bid Form, the additional work will be addressed through the applicable unit prices or by change order, as appropriate.
5. Please provide us with a quantity of sod for Alternate 4 – 2. Natural Grass Drainage Channel w/TifTuf Sod. The estimated quantity of ‘TifTuf’ Sod is 12,000 square feet.
6. Recycled Cart Path Wall – Detail sheet shows each block to be 3’ – 8’ long/does this mean each panel will be cut. No. The intent is to create a varied, nonuniform appearance using blocks of different lengths, generally ranging from 3 to 8 feet. Some blocks may need to be cut to achieve the desired variation, but not every block is required to be cut.
7. Recycled Cart Path Wall – What is the width of blocks. The width should be the width of the recycled concrete cart path being removed. 5’ – 6’.
8. Recycled Cart Path Wall – Is the FF of the wall to all be cut for square face? No. The face of the wall does not need to be cut to create a square or uniform appearance. The intent is to maintain a varied, natural-looking face using the existing irregular edges of the recycled cart path material.
9. The cart path thickness is not shown, would it be safe to assume a 4” slab? Yes, the cart path will be 4” thick.
10. Sheet G-16 shows #3 rebar at 18” O.C., but the specifications mention fiber mesh.
Do you want rebar, fiber, or both. The City is matching the cart paths built several years ago, which did not include rebar. Please price the concrete with fiber mesh reinforcement rather than No. 3 rebar.
11. G-16 shows smooth dowels at 12” O.C., but we could not find the required dowel length, what is the length? The dowels should be 18”
12. G-16 calls for tooled joints at 10’ O.C, while the specifications mention sawcut joints.
Which one do you want us to follow? The joint can be tooled joints.
13. Ecobunker clarifications/comments to assist bidders:
- Backfill zone with Cement Modified Soil (CMS) will equal a ~ 4" uniform depth to cover and secure tie-back tiles
- Portland:Soil/Sand ratio will equal 1:15 by volume
- Estimated portland per pallet of Ecobunker is approximately 2-3 bags mixed accordingly per 62.5 face feet of wall.
- Backfill zone beyond the CMS zone into the embankment will be compacted native course sand/soil
