About this file
This is Addendum 3 to a competitive bid solicitation issued by the City of Midland, Texas for renovation of the Road Runner Golf Course at The Courses at Hogan Park. The addendum clarifies several technical and scheduling questions raised by prospective bidders. The project involves comprehensive golf course construction with earthwork, grading, drainage, irrigation, and landscape installation. Key quantities include 105,535 cubic yards of cut and fill (bank yards) for mass excavation and site balancing, and 16,750 cubic yards of imported topsoil for Holes 7-18 in the base bid. The project is scheduled to commence on November 2, 2026, with final completion required by July 31, 2027, with final irrigation inspection due by July 16, 2027. Bidders must return the addendum with their bid submissions by the closing date, and all CAD files including grading, drainage, irrigation, and construction plans are available for download from the solicitation portal (Bonfire) as a ZIP file.
The addendum addresses critical specifications for the green construction mixture, which shall consist of 93% USGA sand and 7% Dakota Peat in the base bid, meeting USGA recommendations and requiring testing and approval prior to installation. Alternate No. 3 provides for a reduction in imported topsoil quantity from 16,750 cubic yards to 12,475 cubic yards, limited to new fairway areas only, with no changes to material specifications or approved supplier requirements. The July 31, 2025 completion date listed in the original Invitation to Bid was corrected to July 31, 2027 due to a typographical error. Bidders are responsible for independently verifying earthwork quantities from the grading plans and must document any discrepancies on the Certificate of Discrepancies form included in the specifications. All other terms and conditions of the original bid documents remain unchanged.

GOLF COURSE CONSTRUCTION QUESTIONS
1. AutoCAD Files: Would the City/Designer please provide the AutoCAD (.DWG) files for the project, including the grading, drainage, irrigation, and construction plans?
Yes, the CAD files are available and attached to this addendum.
Roadrunner CAD Files: The Roadrunner CAD files have been added to Bonfire as a ZIP file. Bidders may download the ZIP file from the solicitation attachments.
2. Construction Schedule/Completion Date: Please confirm the contractual project start and final completion dates. The invitation to Bid indicates construction beginning November 2, 2026, but lists a completion date of July 31, 2025, while the irrigation specifications establish a different construction schedule with final irrigation inspection by July 16, 2027. Please provide the dates that bidders should use for scheduling, manpower, equipment, and General Conditions. The July 31, 2025 date appears inconsistent with the 2026 bid documents.
The July 31, 2025 completion date in the Invitation to Bid is a typo and shall be revised to July 31, 2027. Bidders shall use November 2, 2026, as the project start date and July 31, 2027, as the final completion date. The irrigation schedule is correct, with final irrigation inspection required by July 16, 2027, approximately two weeks before final project completion, to allow adequate time for final grassing, punch-list work, and final closeout.
3. Earthwork Quantities: Schedule B lists 105,535 CY of Cut and Fill (Bank Yards) and states that the intent is to utilize all excavated material on site with no off-site disposal.
Please confirm whether this quantity represents the total anticipated mass excavation/cut-and-fill operation and whether bidders should rely on this quantity for the base bid, or independently calculate earthwork quantities from the grading plans?
Yes, the 105,535 CY listed in Schedule B represents the anticipated total mass excavation/cut-and-fill quantity for the project and shall be used as the basis for the base bid. The intent remains to balance the site and utilize all suitable excavated material on-site, with no anticipated off-site disposal. Bidders are responsible for independently verifying the earthwork quantities from the grading plans. Any discrepancy shall be identified on the Certificate of Discrepancies form included in the specifications and submitted with the final bid.
4. Greens Mix Specifications: Please clarify the required greens rootzone/topmix composition. The mater section identifies “93/7” USGA Construction Sand” with 7% sphagnum peat moss, while the greens construction requirements state that the mixture shall consist of 80% sand and 20% approved organic material by volume, or another approved rate determined by testing. Please confirm what mixture should be carried on the base bid.
Bidders shall carry a 93/7 greens rootzone mixture in the base bid, consisting of 93% USGA sand and 7% Dakota Peat. Superior Silica supplied the greens mix used during the previous Quail Course project, and the intent is to maintain the same greens mix composition for this project. The proposed mixture shall meet USGA recommendations and be submitted for testing and approval prior to installation.
5. Imported Topsoil – Base Bid vs. Alternate #3: Schedule B includes 16,750 CY of imported topsoil for Holes 7 – 18, while Alternate #3 deducts the 16,750 CY and adds 12,475 CY for new fairways only. Please confirm that the base bid is to include the full 16,750 CY and that Alternate 3 represents a reduction in the limits of imported topsoil rather than a change in material specification or approved supplier.
Yes, the base bid shall include the full 16,750 CY of imported topsoil for Holes 7–18.
Alternate No. 3 represents a reduction in the limits and quantity of imported topsoil to 12,475 CY, covering the new fairway areas only. The alternate does not change the topsoil material specifications or approved supplier requirements.
