About this file

This is Addendum 1 to Bid #27000006 issued by the City of Midland, Texas for the renovation of the Road Runner Golf Course at The Courses at Hogan Park. The addendum addresses clarifications and specifications for the project, including cart path construction, green construction, bunker drainage, tree sourcing, and turf establishment. Key clarifications include confirmation that cart paths should utilize fiber mesh reinforcement rather than rebar to match previously constructed paths, that no cushion sand is required based on adequate soil compaction, and that work may proceed on weekends during daylight hours. The addendum specifies that a traditional herringbone layout with 4-inch N-12 perforated pipe with sock is required for bunker drainage, and provides the contact information for the approved topsoil supplier, Alan Gray at (325) 575-1872, while permitting alternative supplier proposals on a separate bid sheet. Additionally, the document clarifies that Building Wage Rates apply to the project and that no significant rock excavation is anticipated based on observations from the previous project.

The Owner will provide pre-project weed control via Round-Up application and pre-plant fertilizer application, with the Contractor responsible for all other turf establishment tasks per specifications. Contractors are required to provide a lump-sum price for the Stormwater Pollution Prevention Plan (SWPPP) based on their means and methods. A tracer wire is required in green construction, though no barrier liner is necessary. The addendum includes a corrected cleanout detail for the vent, cleanout, and marker components and confirms no preferred tree supplier exists, with all trees meeting plan and specification requirements. All bidders must return the completed addendum with their bids by the closing date, with all other terms and conditions of the original bid remaining unchanged.

CITY OF MIDLAND

HOGAN PARK ROADRUNNER GOLF COURSE

ADDENDUM 1

BID # 27000006

TO ALL BIDDERS ON THE SUBJECT BID:

ADDENDUM # 1

DATE: September 8, 2026

The following questions were raised by one or more of the proposers. The answers are provided as a matter of clarification for all proposers as follows:

PLEASE RETURN THIS ADDENDUM WITH YOUR BID BY THE CLOSING DATE.

All other terms and conditions shall remain the same. Please

Download bid tables to complete bid submission.

1. Can we get a copy of the sign-in sheet for today's meeting? Yes, please see attached.

2. Cart Path Construction: The bid form specifies rebar reinforcement, while the specifications indicate fiber mesh. Which option should the contractors base their pricing on? The City is matching the cart paths built several years ago, which did not include rebar. Please price the concrete with fiber mesh reinforcement rather than No. 3 rebar.

3. Please confirm that cushion sand will not be needed for the cart path. If it is needed, how many inches of material? Cushion sand was not used on the previous cart path project. It was determined that the soil compaction was suitable so no cushion sand is needed.

4. Is there a preferred tree supplier? No. There is no preferred tree supplier. Trees provided for this project shall meet all requirements set forth in the plans and specifications, regardless of source.

5. Will there be a barrier liner in the green construction. No, there will be no barrier liner, but a tracer wire should be installed (included on the bid form).

6. Are there any limitations on work hours, and will contractors be permitted to work on weekends? Yes, contractors can work on weekends as long as it’s daylight hours.

7. The vent, cleanout and marker detail shows a 6” pipe, is this correct. No, this detail is not correct, please use the correct cleanout detail attached to this addendum.

8. For the bunker drainage, will it be a traditional herringbone layout. Yes, the traditional herringbone layout will work, but it is required to use the 4” N-12 perforated pipe with sock as specified by Bunker Solutions.

9. Can you provide the contact information for the topsoil provider? Yes. The approved topsoil supplier is Alan Gray, who can be reached at (325) 575-1872. All bidders must obtain and include a base bid price using topsoil supplied by Alan Gray.

Bidders may also propose an alternative topsoil supplier; however, the alternative price and supplier information must be included on the Alternate Bid Sheet.

10. Do you know if we will encounter rock? Based on the available information and observations from the previous project, significant rock excavation is not anticipated.

A photograph showing the soil profile encountered during installation of the wet well on the previous project is attached to this addendum for reference. However, subsurface conditions may vary across the project site.

11. Which wage rates should the contractors follow? The specifications list two options:

Building Wage Rates and Heavy & Highway Wage Rates. Please use the Building Wage Rates that are attached to the Example Contract.

12. Is the contractor responsible for the SWPPP? Yes, each bidder is required to provide a lump-sum price for the SWPPP based on their means and methods.

13. The spec shows fertilizer and "Round Up" applications to be applied before grassing. Is this the Contractors responsibility or the Owners? The Owner will perform a “Round Up” application prior to the start of the project to kill out existing turf. In addition, the Owner will purchase and apply the pre-plant fertilizer before grassing. The Contractor will not be responsible for either of these applications. All other turf establishment responsibilities shall remain with the Contractor in accordance with the plans and specifications.
