About this file
This is a Request for Proposal (RFP) issued by the City of Midland, Texas for renovation work at the Road Runner Course located at The Courses at Hogan Park. The selected contractor must furnish all labor, materials, and supervision necessary to complete the project according to detailed specifications and requirements outlined in the RFP. The document does not specify response deadlines, due dates, site visit schedules, bidder conferences, award dates, or contract terms and renewal options, as these details are referenced as being contained in attached documents not provided in this excerpt.
Award will be made to the bidder providing the best value to the City of Midland, not necessarily the lowest cost proposer. The evaluation criteria and point allocations are: Company Service Qualifications (10 points), Three References (10 points), Years in Business (10 points), Project Manager (10 points), Implementation Plan (20 points), and Cost Analysis (40 points). All responsive proposals will be evaluated against these weighted criteria, and the evaluation committee will determine the most qualified contractor based on the submitted proposal and any written clarifications requested by the City. Proposals that fail to include the required information—company qualifications, references, business history, project manager credentials, implementation plan, and completed cost proposal—may be deemed non-responsive and rejected. No information presented outside the formal proposal submittal will be considered in the award decision.

AWARD
If the Contract is awarded, it will be awarded to either the lowest responsible bidder, or to the bidder who provides goods or services at the best value for the City of Midland. This competitive sealed proposal procurement method is authorized by Texas Government Code, Title 10, Subtitle F, Chapter 2269, Subchapter D.
In determining the best value for the City of Midland, the City will evaluate proposals using the following criteria and relative weights:
1. Company Service Qualifications – 10 points
2. Three (3) References – 10 points
3. Years in Business – 10 points
4. Project Manager – 10 points
5. Implementation Plan – 20 points
6. Cost Analysis – 40 points
The City of Midland will award the Contract to the company whose proposal is determined to provide the best value to the City based on the above criteria. No other criteria, other than as outlined in this Request for Proposal and applicable law, will be used.
EVALUATION PROCESS
1. Upon receipt, proposal information will be disclosed only to persons participating in the evaluation or contracting process until the proposal has been reviewed and all material required to be withheld has been removed in accordance with the Texas Public Information Act.
2. Proposals will be initially evaluated by the evaluation committee as being responsive or non-responsive. Non-responsive proposals will be eliminated from further consideration.
3. The evaluation committee will evaluate the remaining proposals and determine whether to award the Contract based on the initial proposals or to request additional information or clarification as deemed necessary.
4. Selection and award will be based on the company’s submitted proposal and the evaluation criteria listed in this RFP. Information or materials presented by companies outside the formal proposal submittal (and any written clarifications requested by the City) will not be considered and will have no bearing on any award.
ADDITIONAL PROPOSAL SUBMITTAL REQUIREMENTS
Submittals must provide sufficient information to allow the City to evaluate each of the best-value criteria listed in this RFP. At a minimum, each proposal shall include the following:

3. Years in Business State how long the company submitting the proposal has been in business performing work of the type specified in this RFP. The City may require supporting information to verify business stability.
4. Project Manager Identify the proposed Project Manager for this project and provide a résumé summarizing relevant experience on projects of similar type and size, including role, responsibilities, and project outcomes.
5. Implementation Plan Provide an implementation plan describing how the company will complete the work, including proposed phasing, schedule, staffing, coordination with the City and Scharbauer Sports Complex operations, and approach to quality control and safety.
6. Cost Analysis Provide a completed Proposal Form / Schedule as required by the RFP, including all unit prices and extended totals. The Cost Analysis score will be based on the overall cost to the City as reflected in the Proposal Schedule.
Failure to provide the information required above may render the proposal non-responsive and may result in rejection of the proposal.
CLARIFICATION – BEST VALUE VS BEST PRICE
For the avoidance of doubt, the lowest cost proposal will not automatically receive the award. The City will evaluate all responsive proposals using the weighted criteria listed and will make an award to the company whose proposal represents the best value to the City of Midland.
