About this opportunity
The Solid Waste Authority of Palm Beach County is soliciting bids on cleaning services for grease traps, building and storm drain lines, lift stations, and wastewater tanks on an as-needed basis under ITB 27-02/AL, with bids due September 23, 2026 at 2:00 p.m. The bid opening was originally scheduled for September 16, 2026 but was extended by Addendum No. 2.
There is no SBE participation requirement or set-aside. The solicitation is open to all qualified bidders. Local preference applies: firms headquartered or maintaining a branch office in Palm Beach County for a minimum of one year and within 5 percent of the low bid may submit best and final offers.
The scope spans ten facility locations across Palm Beach County, including utilities, transfer stations, and equipment maintenance sites. Services include vactor truck operations (2000–4000 gallons), jet truck service, pump truck service, and confined space entry with appropriate safety protocols. Routine response time is 24 hours for utilities locations and 48 hours for transfer stations (Monday–Friday, 8:00 a.m.–5:00 p.m.); emergency service must be available within four hours, twenty-four hours per day, seven days per week, at 1.5 times the routine service rate. Pricing is firm fixed on an hourly basis; only productive hours at the job site are compensable (travel time and mileage are not). Bidders must provide approximately thirty feet of rigid piping, dispose of waste at licensed sanitary facilities in compliance with federal, state, and local regulations, and maintain current confined space training certifications for all personnel.
The contract term is three years from the effective date, with an option to renew for an additional three years and a further option to renew for one year. The Authority may extend the contract for up to 90 days automatically while soliciting a new contract.
Bidders must visit designated facilities and complete an Inspection of Facilities Verification Form prior to submission. Minimum three years of experience providing similar services is required, with references that include locations, dates, owners' names, addresses, and phone numbers. Sub-contracting is not authorized. Award will be made on a lot-by-lot basis to the lowest responsive and responsible bidder. Bidders must submit pricing on all line items within a lot to qualify for award of that lot.
Insurance requirements include Commercial General Liability of $1,000,000 per occurrence and $2,000,000 general aggregate; Automobile Liability of $1,000,000 combined single limit; Workers' Compensation at statutory limits with employer's liability of $100,000 per occurrence and $500,000 aggregate; Umbrella/Excess Liability of $1,000,000 per occurrence; and Pollution Liability of $1,000,000 aggregate. Payment terms are Net 30 days. All submissions must be made electronically through Bonfire; responses submitted by other means will not be considered. Bidders must acknowledge receipt of all addenda.
