The solicitation seeks to establish a firm fixed-price term contract to support the Authority's operations. Award will be made on a lot-by-lot basis to the lowest responsive and responsible bidder, with the Authority reserving the right to make primary, secondary, and tertiary awards for each lot. Bidders must visit the facilities to inspect conditions and complete an Inspection of Facilities Verification Form prior to submission. The initial contract term is three years from the effective date, with an option to renew for an additional three years, and a further option to renew for one additional year. The Authority may extend the contract for up to 90 calendar days automatically while soliciting a new contract, with all prices remaining fixed during the extension period.

Bidders must submit pricing on all line items within a lot to be considered for award of that lot and must demonstrate a minimum of three years of experience providing similar services, including references with locations, dates, owners' names, addresses, and phone numbers. All bidders are required to register in the Authority's Vendor Registration System and submit invoices containing specific documentation including purchase order numbers, completed job logs, disposal tickets, safety check-in time sheets, and descriptions of services at bid rates. The awarded bidder must be certified as a Small/Minority/Women Business Enterprise and perform a commercially useful function. The contractor is responsible for obtaining all required licenses and permits at no additional cost to the Authority, protecting all existing facilities and property from damage, removing all debris, and maintaining insurance as specified in the Insurance Requirements Checklist. Sub-contracting is not authorized. Questions must be submitted in writing to the Purchasing Agent at alopez@swa.org at least five days prior to the bid opening. The Authority does not guarantee any specific amount of work during the contract period and reserves the right to reject any and all bids or make equitable adjustments if extreme marketplace volatility occurs due to causes wholly beyond the bidder's control.
