About this opportunity

Detroit Public Schools Community District is soliciting proposals for FMP Series 6 roof replacement at Cass Technical High School, Emerson Elementary-Middle School, Priest Elementary-Middle School, and Clippert Academy, with proposals due November 13, 2026 at 12:00 p.m., submitted electronically only. A mandatory site walkthrough is scheduled for October 29, 2026, and written questions are due November 3, 2026 at 12:00 p.m. Contractors must verify existing conditions at each site before submitting proposals.

Eligibility rules differ across the attachments. Attachment H requires contractors to participate in Diversity Business Enterprise (DBE) programs and demonstrate good-faith efforts to engage qualified diverse subcontractors and suppliers. Attachment D describes DBE participation as encouraged but not mandated as an explicit set-aside. The project is subject to Michigan Public Act 10 of 2023 prevailing wage requirements, and Attachment N sets the applicable Wayne County rates, effective November 2025.

Scope includes full removal of existing roof systems to the structural deck, polyisocyanurate insulation, high-density cover board, and fully-adhered 60-mil EPDM membranes, with asphalt shingles at specified Priest and Clippert areas. Acceptable EPDM manufacturers are Carlisle, Johns Manville, and Elevate (Firestone). An alternate price for a 20-year total system warranty is required. At Cass Technical High School, the base bid must include removal, storage, and reinstallation of an existing solar photovoltaic system, plus lightning protection recertification under NFPA 780 and UL 96A. Asbestos abatement applies if asbestos-containing materials are identified.

Each building requires a lump-sum fixed fee for construction services plus unit pricing, with a $20,000 owner-controlled allowance and a $160,000 AHJ permitting allowance per building included in base bids. Inspection reports estimate construction costs of $2,482,000 at Cass Technical, $815,500 at Priest, $685,000 at Emerson, and $458,000 at Clippert. Work must be completed between June 1 and August 13, 2027. The district reserves the right to award separate contracts for each building. Bid bonds equal 5 percent of the bid amount, and selected contractors must provide 100 percent performance and payment bonds. Liquidated damages are $1,000 per working day, and progress payments are monthly with 10 percent retainage. Required general liability coverage is $1,000,000 per occurrence and $2,000,000 aggregate, with $2,000,000 umbrella/excess coverage.
