About this opportunity

Marion County, Florida is requesting proposals for debris monitoring and consulting services supporting Phase 4 (Recovery) debris management operations following emergency events, with proposals due September 3, 2026 and a contract term of five years with three optional one-year renewals. Federal compliance applies — the scope includes FEMA Public Assistance and Federal Highway Administration Emergency Relief Program assistance, and federal provisions under 2 CFR 200 Appendix II are mandatory.

The scope encompasses monitoring of debris collection, transport, staging, reduction, processing, and final disposal along roadways, bike lanes, sidewalks, and rights-of-way within unincorporated Marion County. Services include planning and training, mobilization and demobilization, field operations with Project Manager, Operations Manager, Field Supervisors, Roving Monitors, and Tower Monitors, data management and documentation, electronic debris monitoring systems, and consulting services for federal assistance programs. Operations typically run 10 to 12 hours daily, seven days per week as directed by the County for up to 150 days per event unless extended by County written notice. The contractor must perform at least 30 percent of work with its own forces and maintain a Project Manager on-site within 24 hours of alert and deploy at least 20 trained monitors within 48 hours. The ceiling price per debris event is $3,000,000 unless County authorization permits otherwise. Compensation is hourly-rated for all positions and services, with a 10 percent retainage withheld from invoices.

Evaluation uses a 250-point scored methodology across six criteria: Company/Firm and Professional Personnel Qualifications (50 points); Project Management (50 points); Technical Plan (50 points); References (50 points); and Cost Proposal (50 points). The County reserves the right to conduct oral presentations with shortlisted firms and request best and final offers before award. Award will be made to the lowest responsive and responsible proposer. All proposals must be submitted electronically through the Marion County Procurement Services Bonfire portal. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence, register with E-Verify, and comply with federal nondiscrimination requirements.
