About this opportunity
The Colorado Department of Corrections is requesting proposals for Substance Use Disorder (SUD) assessment and clinical services under RFP 20260000273, with proposals due September 7, 2026, at 2:00 PM via bidnetdirect.com/cdoc. Written inquiries closed August 17, 2026; responses were posted August 28, 2026.
The scope comprises three service components, offered separately or bundled: two statewide virtual and in-person SUD assessor positions based at Four Mile Correctional Center serving the Canon City area and Denver complex (with potential statewide travel) to conduct hybrid telehealth and on-site assessments against a current backlog of 250–350 cases with an expectation of 4–5 assessments daily plus reassessments; two dedicated SUD clinicians at Skyline Correctional Facility serving approximately 85 incarcerated individuals through outpatient groups and individual sessions within the Beacon Program; and one embedded SUD clinician at Centennial Correctional Facility supporting a 16-bed Substance-Induced Psychosis Unit within the Residential Treatment Program, working five days weekly. Contractors may bid Part 1 (assessors) alone, Part 2 (Skyline clinicians) alone, or both parts; the Centennial position is ancillary to Part 2.
All proposed staff must hold a Certified Addiction Specialist (CAS) or Licensed Addiction Counselor (LAC) credential; Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), or Licensed Marriage and Family Therapist (LMFT) credentials are acceptable only if accompanied by documented substance use disorder experience. Staff must complete mandatory CDOC training: Contract Temporary and Intern (CTI) online training (four to ten hours) and in-person Defensive Tactics certification (32 hours over four days), both valid annually. Work schedule is Monday–Friday, 8:00 a.m. to 5:00 p.m., initially full-time on-site with potential transition to hybrid. Pricing is fixed-price on hourly rates for 40 hours weekly of in-person SUD counseling, groups, and assessments; virtual delivery is permitted only for assessor roles.
Performance goals include reducing outstanding assessments and reassessments by 50%, increasing Skyline inmates offered SUD services by 50%, and increasing Centennial Substance-Induced Psychosis Unit engagement by 25% before contract expiration. The contract runs November 2, 2026, through June 30, 2027, with up to four renewal options for one-year periods, not to exceed five years total, subject to fund appropriation. The notice of intent to award is estimated for September 30, 2026, with contract execution anticipated by November 2, 2026.
Contractors must comply with CDOC Criminal History and Background Investigation requirements within 30 days of award, register with CORE through Vendor Self Service, comply with facility security provisions including drug testing and contraband restrictions, maintain required insurance (general liability $1 million per occurrence, professional liability $1 million per occurrence and $2 million aggregate, Protected Information Insurance $1 million per occurrence and $2 million aggregate), and meet HIPAA Business Associate Agreement requirements for protected health information handling. All work product becomes exclusive property of the State. Contractors must be registered to do business in Colorado prior to execution and comply with WCAG Level AA accessibility standards.
