About this file

This is a Questions & Answers document for Solicitation RFP 20260000273 issued by the Colorado Department of Corrections for Substance Use Disorder (SUD) Assessor and Clinician services. The RFP seeks qualified bidders to provide SUD assessment and clinical services across three distinct operational parts. Part 1 requests two statewide virtual and in-person assessor positions to conduct timely SUD assessments to incarcerated individuals using a hybrid telehealth and on-site service model. Part 2 requests two dedicated SUD clinicians stationed at Skyline Correctional Facility within the Beacon Program to provide outpatient-based SUD groups and individual sessions to approximately 85 incarcerated individuals. CDOC will accept bids for Part 1 only, Part 2 only, or both parts. Assessors will work from a centralized location at Four Mile Correctional Center for the Canon City area and the Denver complex, with potential travel to other statewide facilities. The current SUD assessment backlog ranges from 250 to 350 cases, with an expectation to complete 4 to 5 assessments per day plus reassessments as required. Responses to the RFP questions were provided between August 14 and August 17, 2026.

The pricing structure is based on per-FTE (Full-Time Equivalent) compensation rather than per-assessment or other deliverable bases. Assessor and clinician roles must be filled by separate individuals with minimum credentials including a Certified Addiction Specialist (CAS) or Licensed Addiction Counselor (LAC); acceptable alternatives include Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), or Licensed Marriage and Family Therapist (LMFT). Candidates without specific addiction credentials must demonstrate relevant substance use disorder experience and assessment expertise. The expected work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m., initially full-time on-site with a potential transition to a hybrid model. CDOC expects consistent assignment of assessors and clinicians throughout the contract term. Bidders must submit a separate proposal document in addition to responses to Section 2 Vendor Questions in Exhibit A.
