About this opportunity

Floyd County, Georgia is requesting sealed bids for construction of the Taxiway Bravo West Relocation at Richard B. Russell Regional Airport in Rome, Georgia, with bids due June 30, 2026 and a mandatory pre-bid conference and site visit on June 11, 2026. The project is federally assisted through the Airport Improvement Program and subject to Davis-Bacon Act prevailing wage requirements and Buy American preferences for steel and manufactured products under the Aviation Safety and Capacity Act of 1990; bidders must certify compliance or request FAA waivers.

The scope encompasses full-depth asphalt pavement removal and replacement along a new taxiway alignment, re-grading of taxiway safety areas and object-free areas, drainage infrastructure removal and replacement, taxiway lighting and guidance sign installation, erosion control measures, and pavement marking. The project spans 80 base bid line items and two additive alternatives, including 31,000 square yards of full-depth pavement milling, 40,700 cubic yards of unclassified excavation, 8,000 cubic yards of crushed aggregate base course, 24-inch storm drain pipe installation (3,400 linear feet), 77 stake-mounted and 45 base-mounted L-861T taxiway edge lights, and asphaltic concrete placement (2,400 tons of 12.5MM and 3,300 tons of 19MM Superpave). Work is phased across five phases totaling 240 consecutive calendar days with specific runway closure restrictions and maximum equipment height limits of 35 feet above ground level. Contractors must provide 72-hour advance notice to airport management for NOTAM issuance and assume responsibility for locating underground utilities and bearing restoration costs for unexpected utility interference.

The successful contractor must commence work within 14 calendar days of receiving the Notice to Proceed. Liquidated damages are assessed at $1,500 per calendar day for delays. Bids must include a bid bond or certified check equal to five percent of the total bid amount; the awardee must provide performance and payment bonds each equal to 100 percent of the contract price. Equal Employment Opportunity goals are 2.5 percent minority participation and 6.9 percent female participation in the aggregate workforce. No DBE contract goal has been established pending Georgia's reevaluation of certified DBE firms. Contract award will be made within 120 days of bid opening.
