About this opportunity

The Township of Armada and Village of Armada in Macomb County, Michigan are seeking a single hauler waste collection and disposal services contract covering approximately 1,900 single-family residential sites. The procurement seeks a comprehensive waste management provider to deliver weekly mixed waste collection, monthly bulk item collection, weekly recyclables collection, and seasonal yard waste collection (for the Village). Key deliverables include providing 95-gallon mixed waste carts, 64-gallon recyclable carts, and maintaining a dedicated customer service call center. The contract will span five years, commencing March 1, 2026, and expiring February 28, 2031. Evaluation criteria extend beyond pricing and include the bidder's municipal service experience, financial stability, disposal facility compliance, recycling involvement, and references. Critical procurement dates include a mandatory pre-bid meeting on October 30, 2025, bid submissions due by 10:00 a.m. on November 24, 2025, and bid opening at 2:00 p.m. the same day, with anticipated contract award in December 2025.

Bidders must demonstrate at least two years of municipal waste collection experience and submit a $100,000 bid bond or cashier's check. No specific set-aside designations for disadvantaged enterprises were mentioned in the documents. The successful contractor will have exclusive rights to provide waste collection services within the Township and Village, with residents required to use the single hauler's services, though they can opt out of services. The contractor will be responsible for direct billing to residents with quarterly and annual payment options. Mandatory insurance requirements include $3 million in commercial general liability, motor vehicle liability, and pollution liability coverage, along with a performance bond of $350,000. While specific award values were not explicitly stated, the contract covers waste management services for 1,900 residential sites over a five-year period, suggesting a substantial multi-year contract value. The townships reserve the right to award the bid partially or fully, or reject all bids if deemed in the best interest of residents.
