About this opportunity

The Florida Department of Military Affairs is requesting sealed bids on paving projects at Camp Blanding Joint Training Center in Starke, Florida under two Invitation to Bids (PN 220024 for streets and PN 220025 for avenues), with bids due September 21, 2026 and a mandatory site visit and pre-bid meeting on August 5, 2026 at 10:00 a.m. at the project location. Attendance at the site visit is a condition of bid eligibility.

The scope comprises repaving of four streets (Ludlow, Bristol, Greenwich, Winterhaven) and three avenues (Bartow, Miramar, Sarasota) with removal of grass from roadway edges and driveways. Where new paving crosses existing culverts, the contractor must replace culverts in-kind with concrete construction and install mitered ends. The work includes milling of existing asphalt, application of FDOT-approved tack product, and placement of two lifts: a leveling course of approximately 1.25 inches of SP-12.5 hot mix asphalt (maximum 30% RAP) and a final layer of 1.5 inches of 12.5 mix per FDOT standards. Utility cut areas on avenues require base and sub-base compaction testing to minimum 98 percent density prior to paving. Damaged concrete ditch lining must be repaired, ditches cleaned, and grass-stripped areas sodded with contractor-provided watering until establishment. All millings, dirt, and recyclable materials remain on Camp Blanding for reuse. The contractor bears all inspection and testing costs.

The estimated construction cost is $1.047 million ($580,000 for avenues; $467,000 for streets). Bids exceeding $100,000 require a bid bond or certified check equal to 5 percent of the bid amount. Performance bonds and labor and material payment bonds equal to 100 percent of the accepted bid amount are mandatory within 10 days of contract award. Substantial completion is required within 90 calendar days of Notice to Proceed; liquidated damages are $193.00 per day for avenues and $155.00 per day for streets. The contractor must provide 24-hour site security, a 12' × 12' field office with utilities, project signage, and criminal background checks for all employees. Written questions are due August 19, 2026 at 10:00 a.m. Bids will be publicly opened September 9, 2026 at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine. Award is made to the lowest responsive and responsible bidder. Minority Business Enterprises and Veteran Owned companies are encouraged to participate. Contractors must register with MyFloridaMarketplace, implement a drug-free workplace program, and utilize E-Verify for employee verification.
