About this file
This is Addendum #1 to an Invitation to Bid issued by the Florida Department of Military Affairs, Construction & Facility Management Office, for the 3600 Area Paving project at Camp Blanding Joint Training Center in Starke, Florida. The addendum modifies contract requirements for the repaving of avenues (Bartow, Miramar, Sarasota) and streets (Ludlow, Bristol, Greenwich, Winterhaven), including milling of existing asphalt, placement of leveling courses and final asphalt lifts, culvert replacement with concrete mitered ends, ditch cleaning and repair, grass removal, and pavement markings. The original Invitation to Bid was issued July 21, 2026, with a mandatory pre-bid meeting and site visit on August 5, 2026, written questions due August 19, 2026, and sealed bids due September 9, 2026 at 2:00 p.m. Eastern Time. The addendum was issued August 26, 2026, and requires acknowledgement in the bid proposal form. Acknowledgement and submission instructions should be directed to ng.fl.flarng.list.cfmo-contracting@army.mil.
The addendum modifies the substantial completion timeline and liquidated damages assessment. The project completion period is changed from 90 calendar days to 180 calendar days after the Notice to Proceed, with liquidated damages assessed at $158.00 per calendar day for the entire project as a single assessment rather than separately by project number. The addendum includes a comprehensive Questions and Answers section addressing clarifications on work hours, site access procedures, ditch cleaning expectations, concrete-lined ditch damage responsibility, open cut testing and remediation, asphalt pavement sections, striping specifications, milling requirements, pavement markings, cross slope control, insurance requirements, testing protocols, as-built documentation, roadway identification and widening requirements, and existing millings-surfaced sections. Contractors are responsible for conducting their own culvert counts and site quantity verification.

A. Approved daily work hours are 0700 through 1630 to include AWS Mondays.
Q. Please confirm that permits are not required for this project.
A. Permits are not required for this project.
Q. Please advise the process for Contractor and Subcontractors to gain access for site visits to obtain measurements and culvert inspection.
A. Contractor may request access for site visits via the DPW Mail Group (NG FL FLARNG List CBJTC DPW Construction ng.fl.flarng.list.cbjtc-dpw-construction@army.mil ).
Q. Project Note 3. requires Contractor to "clean roadside ditches". Please define the expectations.
A. Excess material in ditches to be removed along newly paved sections. The depth should be from the inverts of culverts and maintains a positive flow.
Q. Project Note 3. indicates that the Contractor is responsible for repairing damage caused by its operations.
Please confirm that any pre-existing cracking, settlement, spalling, erosion, or other damage to existing concrete-lined ditches is considered existing site conditions and is not the responsibility of the Contractor.
A. Pre-existing damaged areas not caused by the contractor will not be their responsibility unless defined in the project bid documents. Existing conditions are to be captured by contractor before area of work begins.
Q. Project Note 4. requires testing of existing open cuts on avenues. If an existing open cut is found to be deficient, please clarify the method of compensation to remediate. Will remediation be considered incidental to the contract, or will it be addressed through a contract modification/change order?
A. Remediation will be considered incidental to the contract.
Q. Does Project Note 4. apply to open cuts located on “streets”?
A. Yes – Project Note 4 applies to “streets”
Q. Project Note 6. require millings to be delivered to a location on base. Please advise if Contractor is only obligated to dump and that millings will be pushed into piles by others.
A. Contractor will only dump the millings. Camp Blanding will push up the pile.
Q. Project Note 7 requires a 30-foot minimum turn radius at intersections. For bidding purposes, please identify each specific intersection within the project limits that are required to be modified to achieve the 30-foot minimum radius. Please provide the anticipated limits of widening for each affected intersection. As this is a lump-sum proposal, identifying the required locations will help ensure all bidders are pricing the same scope of work.
mailto:ng.fl.flarng.list.cbjtc-dpw-construction@army.mil
A. Each roadway intersection must be a 30’ radius due to the type of vehicles in use. Contractor is only responsible for their newly paved portions.
Q. For open-cut restoration and intersection widening, will the Owner consider a full-depth asphalt pavement section consisting of 9" asphalt base and 3" SP-12.5 surface course? If not, please provide the required pavement section to be used for bidding purposes.
A. 8” stabilized fill, 6” lime rock, 3” asphalt 12.5 mix.
Project Note 9 states "All Avenues will be re-striped with center line and edge markings. No reflectors." Please clarify the pavement marking requirements for both the Avenues and Streets projects. Specifically:
Q. Does the striping requirement apply to Project 220024 (Streets)?
A. Yes Q. Please confirm the required line types, widths, and colors for centerlines and edgelines.
A. 6” white for edge lines. 6” single/solid yellow for centerlines Q. Please advise whether centerlines shall be single yellow or double yellow.
A. Single solid yellow lines Q. Please advise of the required pavement marking material (FDOT standard paint, FDOT durable paint, or FDOT thermoplastic).
A. Standard paint with reflective crystals Q. Are temporary painted markings required between paving operations and thermoplastic (if required)?
A. Not required Q. Please confirm whether existing stop bars, crosswalks, and other pavement markings are to be replaced, and whether markings not currently present are required to be installed as part of this contract.
A. Stop bars, crosswalks and other pavement markings are to be replaced. Yes, stop bars and markings not currently present are required to be installed.
Q. Please confirm if RPMs are required for fire hydrants.
A. Not Required
Q. Is there a cost to the Contractor for background checks?
A. There is no cost to the Contractor for background checks
Paving scope:
Q. Is milling required prior to the placement of the 1.50” of leveling?
A. Yes, mill prior to placement of leveling Q. What is the control point for cross slope correction? Edge of pavement or centerline?
A. Centerline Q. If paving operations create an increase in elevation, please confirm that dropoff treatment at edge of pavement is excluded.
A. Treatment is excluded Q. Please confirm PG 76-22 is not required.
A. PG 76-22 is required
Q. Please clarify whether the 90-calendar-day contract time for the 3600 Area Paving project remains unchanged if the same contractor is awarded multiple DMA paving projects currently out for bid. If multiple awards are made to one contractor, will additional contract time be considered, or will each project's contract duration run concurrently from its respective Notice to Proceed?
A. The 90-calendar-day contract time is specific and unchanged for each contract, however the scheduling of the “start” (Notice to Proceed) will be staggered according to the specific needs, once awarded.
Q. Project Numbers 220025 and 220024 are bid and constructed concurrently under a single 90-day completion period. The Supplemental Conditions establish liquidated damages of $193/day for Avenues and $155/day for Streets. Please clarify whether liquidated damages are assessed separately by project number, cumulatively ($348/day total), or as a single project-wide assessment.
A. This is a single project assessment. This 3600 Area Project will have liquidated damages assessed at the rate of $158.00 per calendar day for an 180-day substantial completion period.
Q. Please clarify whether fire hydrants are available for Contractor use with Contractor provided water meter.
A. Fire hydrants are available for Contractor use with a contractor-provided backflow preventer.
Q. The Supplemental Terms and Conditions require the Contractor to provide a project sign and state that it shall conform to the size, colors, and design specifications provided by the Owner. The bidding documents do not appear to include the referenced sign design requirements. Please provide the required sign details/template.
A. Project sign is not required
Q. Please confirm whether Builder’s Risk Insurance is required for this paving project. The work consists primarily of roadway milling, asphalt paving, and related site improvements, and no building construction is included. If Builder’s Risk coverage is required, please provide the minimum coverage and deductible requirements applicable to this scope of work.
A. Please see General Terms & Conditions C-3 for details. (4) Builder's Risk Insurance, All Risks Form:
To be issued on a completed value basis. Installation Floaters and other Inland Marine Forms may be utilized where applicable and are in the best interest of Owner.
Q. The Scope of Work requires the Contractor to perform all required inspections and testing, and the General Terms & Conditions indicate that certain required tests are the Contractor’s responsibility. Please confirm that Contractor-performed quality control testing in accordance with applicable FDOT specifications and requirements is acceptable for this project. Further, please confirm that the Contractor is not required to retain an independent third-party testing agency.
A. Applicable FDOT specifications and requirements are acceptable for this project. Compaction densities at any new subgrade mods are required.
Q. Please confirm whether As‑Built documentation is required for this project. If required, please provide the required format and deliverables and clarify whether the Owner will furnish existing CAD/base files for use in preparing record drawings, or if creation of all As‑Built documentation and CAD files is the Contractor's responsibility.
A. The only As-Built documentation that will be required will be the location/size of the culverts (i.e., Google Earth image with locations marked) to include invert elevations.
Q. Is Miramar Avenue shown as Brooksville Ave on the map exhibit?
A. Yes – Miramar Avenue is shown as Brooksville on the map exhibit (see corrected map below)
Q. Is the parking area on Miramar Ave (Brooksville Ave) included in the proposed paving area? If so, clarify the required pavement marking layout. It is difficult to see from the provided map.
A. Yes – see updated map below.
Q. Is the parking area on Bartow Ave included in the proposed paving area? If so, clarify the required pavement marking layout. It is difficult to see from the provided map.
A. Yes – see updated map below.
Q. Please provide road identification for Ludlow, Bristol, and Winterhaven streets. The map provided does not indicate which road is which. The referenced roads are not shown in Google Maps.
A. See map below
Q. One of the unidentified streets shown on the plans (Ludlow Street, Bristol Street, or Winterhaven Street) contains a partial loop driveway adjacent to the roadway. Please confirm whether this loop driveway is included in the paving limits. If included, please provide limits.
A. Loop driveway is NOT included in the paving limits.
Q. Will the Owner extend the question cutoff date and postpone the bid due date until bidders are provided an opportunity to conduct a drainage survey and field quantity verification? We are currently waiting for authorization to schedule a site visit for these activities. Last year, the Owner accommodated bidders by providing two appointment windows for additional site access.
A. Owner will not extend the question cutoff date nor the bid due date, however follow-up site visits can be set up thru the Owner via the group email address: NG FL FLARNG List CBJTC DPW Construction ng.fl.flarng.list.cbjtc-dpw-construction@army.mil
Q. As requested at the pre-bid conference, can you please provide a list of pipes on each street and avenue? Can you also provide quantities?
A. The contractor will be responsible for doing their own culvert count.
Q. On the highlighted sections of the map, several of the narrower roads (approximately 12 feet wide) appear to have different existing conditions. Some sections currently have asphalt pavement in place, while other sections appear to have little or no asphalt and only a questionable base. Could you please clarify the intended scope for these areas?
Specifically, for the existing 12-foot-wide roads, should the contractor widen these roads to match the 20-foot width used elsewhere in the project and bring the base up to current standards before paving, or leave the roads at their existing width and simply pave over the existing conditions where asphalt is already present?
A. Existing 12-foot-wide roads should be widened to the 20-foot width used elsewhere and brought to current standards before paving.
Q. Please provide clarification regarding the work order. The work order references Miramar Avenue, but the attached map highlights Brookville Avenue. Please confirm the correct roadway. On Sarasota Avenue, beginning just after Bristol Avenue intersection, the roadway narrows to approximately 12 feet and continues to the Hollywood Street intersection. Please confirm whether this section is to be paved back to the existing 12-foot roadway width, or to be widened to 20 feet to match the existing roadway width on the remainder of Sarasota Avenue.
A. It is to be widened to 20 feet to match the existing roadway width on the remainder of Sarasota Avenue.
mailto:ng.fl.flarng.list.cbjtc-dpw-construction@army.mil
Q. On Ludlow Street, between Brooksville Avenue and Bartow Avenue, the existing asphalt terminates approximately halfway through the section. Please clarify whether additional asphalt is to be placed to bring the dirt section up to roadway grade, or if this area will first receive new lime rock or another approved base material prior to paving? Also, please confirm whether Ludlow Street is to be paved back at its existing 12-foot width, or if it is to be widened to 20 feet to match the existing roadway widths within the 3600 block.
A. This road (Ludlow Street, between Brooksville Avenue and Bartow Avenue) is paved with a macadam surface (1939). This is known by several names and does have a lime rock base underneath. No milling is usually required on these and the surface can be scraped off but must meet density requirements. However, that is means and methods and you must make your own call on your methods. Ludlow Street is to be widened to 20 feet to match existing roadway widths.
Existing millings-surfaced roadway sections:
Q. During the site visit, we observed roadway sections with an existing millings surface between Ludlow Avenue and Bristol Avenue on Miramar Avenue / Brooksville Avenue, and Sarasota Avenue. Please confirm whether these sections are to receive the same pavement section specified for the existing paved areas that will be milled and repaved.
A. Yes – these sections are to receive the same pavement section specified for the existing paved areas that will be milled and repaved.
Roadway width:
Q. The millings-surfaced sections appear to be approximately 12 feet wide, while the adjoining paved roadway sections are approximately 20 feet wide. Please confirm whether the millings-surfaced sections are to be widened to approximately 20 feet to match the adjoining paved roadway.
A. Yes – these sections are to be widened to match the adjoining paved roadways.
Previously milled section of Sarasota Avenue:
Q. A section of Sarasota Avenue between Winter Haven Avenue and Fort Pierce Avenue appears to have already been milled. Please confirm whether this section should receive a leveling course followed by the specified asphalt lifts or advise if a different pavement preparation or section is required.
A. The 3600 block of Sarasota stops at Ft. Pierce. The milled portion is not part of this project and will be paved prior to contract start date.
