About this opportunity
The City of Scranton's Department of Business Administration is seeking sealed bids for the complete demolition of a property located at 136 Throop Street in Scranton, Pennsylvania. The project encompasses comprehensive demolition services, including asbestos abatement, structural demolition, utility capping and removal, site grading, and disposal of all demolition materials in compliance with state and federal regulations. A significant amount of asbestos-containing materials (ACM) has been identified on-site, requiring specialized handling and disposal. Bidders must be registered contractors with a minimum of five years of experience and must attend a mandatory pre-proposal meeting on Friday, December 5, 2025, at 2:00 P.M. at the project site. Bids must be submitted electronically through the City's e-Procurement Portal by 10:00 a.m. on Thursday, December 18, 2025, with questions accepted via the portal's Q&A function until 12:00 a.m. on Friday, December 12, 2025. The project requires comprehensive insurance coverage, performance and payment bonds, and compliance with prevailing wage regulations.
The procurement is funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program, administered by the City of Scranton's Office of Economic Community Development. While no specific set-aside designations are mentioned, bidders must submit various certifications, including affirmative action, non-collusion affidavit, and lobbying compliance. The project does not appear to have specific restrictions on organizational types, but contractors must meet rigorous qualification standards, including insurance requirements and technical capabilities for asbestos remediation. The project involves a property with significant structural deficiencies, identified through professional inspection as being beyond economically feasible repair. Although a specific budget is not explicitly stated, the comprehensive nature of the demolition and required environmental compliance suggest a substantial contract value. The City will maintain ownership of the property post-demolition and will record a lien at the Lackawanna County Courthouse for all incurred demolition costs.
