About this file

This is a Demolition Environmental Screening and Section 106 Historic Preservation Review document prepared by the City of Scranton's Department of Housing and Urban Development for the complete demolition of the property located at 136 Throop Street in Scranton, Pennsylvania. The City of Scranton Department of Business Administration is seeking sealed bids for comprehensive demolition services including asbestos abatement, structural demolition, utility capping and removal, site grading, and disposal of all demolition materials in compliance with state and federal regulations. A mandatory pre-proposal meeting is scheduled for Friday, December 5, 2025, at 2:00 P.M. at the project site. Electronic bid submissions through the City's e-Procurement Portal are due by 10:00 a.m. on Thursday, December 18, 2025, with questions accepted via the portal's Q&A function until 12:00 a.m. on Friday, December 12, 2025. The Pennsylvania State Historic Preservation Office (PA SHPO) issued a "no effect" determination on October 20, 2025, for both above-ground and archaeological resources, provided that excavation is limited to foundation removal and clean off-site fill is used.

The project is funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program, administered by the City of Scranton's Office of Economic Community Development. Bidders must be registered contractors with a minimum of five years of demolition experience and must provide comprehensive insurance coverage, performance and payment bonds, and comply with prevailing wage regulations. Significant asbestos-containing materials (ACM) have been identified on-site and require specialized handling and disposal. The structure was built prior to 1978 and therefore requires a pre-demolition inspection for lead paint and asbestos in accordance with all federal, state, and local laws. The City will maintain ownership of the property post-demolition and will record a lien at the Lackawanna County Courthouse for all incurred demolition costs. Bidders must submit various certifications, including affirmative action, non-collusion affidavit, and lobbying compliance documentation.
