About this file
This is an inspection report prepared by Barry Isett and Associates, Inc. for the City of Scranton's Office of Economic and Community Development regarding property conditions at 136 Throop Street, Scranton, Pennsylvania. The structure was evaluated on October 11, 2022, and again on July 7, 2025, to assess demolition feasibility. The evaluation identified significant exterior deficiencies including damage to the exterior envelope, doors, roof, windows, porch, stairs, and accessibility features, as well as environmental concerns and site grading issues. Based on visual inspection of the exterior only, the property was determined to be beyond economically feasible repair, with repair costs exceeding 85 percent of the structure's value. The evaluation concluded that while the structure does not meet emergency demolition criteria, demolition is warranted. The City of Scranton seeks sealed bids for complete demolition services to be submitted electronically through the City's e-Procurement Portal by 10:00 a.m. on Thursday, December 18, 2025. A mandatory pre-proposal meeting is scheduled for Friday, December 5, 2025, at 2:00 p.m. at the project site. Questions must be submitted through the portal's Q&A function by 12:00 a.m. on Friday, December 12, 2025.
The demolition project is funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program, administered by the City of Scranton's Office of Economic and Community Development. The scope includes asbestos abatement, structural demolition, utility capping and removal, site grading, and disposal of all demolition materials in compliance with state and federal regulations. Bidders must be registered contractors with a minimum of five years of experience and must provide comprehensive insurance coverage, performance and payment bonds, and comply with prevailing wage requirements. All bids must include various certifications including affirmative action compliance, non-collusion affidavit, and lobbying compliance documentation. Following demolition, the City will maintain ownership of the property and will record a lien at the Lackawanna County Courthouse for all incurred demolition costs.
