About this file

This is an inspection report prepared by Barry Isett and Associates, Inc. for the City of Scranton, Pennsylvania, specifically addressing the structural condition of the property located at 136 Throop Street, Scranton, PA 18508. The property was evaluated during site visits on October 11, 2022, and July 7, 2025, to assess its suitability for demolition. The evaluation was conducted through visual inspection of the building's exterior, as interior access was not available. The inspection identified significant deficiencies affecting the exterior envelope, doors, roof, windows, porch, stairs, accessibility features, site grading, and surrounding environmental conditions. Based on the findings, the structures were determined to be beyond economically feasible repair, with damage exceeding 85 percent or more of the building's value. The evaluation concluded that while demolition is warranted, the structure does not meet the threshold for emergency demolition classification.

The document serves as a technical assessment to support the related City of Scranton solicitation for demolition services at 136 Throop Street, with bids due December 18, 2025, at 10:00 a.m. through the City's e-Procurement Portal. The inspection report provides the factual basis and justification for proceeding with the demolition project as outlined in the accompanying invitation to bid.
