About this file
This is a Demolition Environmental Screening Report and Section 106 Cultural Resource Review prepared by the City of Scranton, Pennsylvania for the demolition of 136 Throop Street, Scranton, Pennsylvania 18503. The project involves the complete demolition of a structure with environmental and historic preservation compliance. The Demolition Environmental Screening form, prepared by Assistant City Planner Jacob Weinberg and reviewed by City Planner Donald King on October 21, 2025, received approval to proceed with the demolition. The Pennsylvania State Historic Preservation Office (PA SHPO) issued a "no effect" determination on October 20, 2025, following Section 106 consultation under the National Historic Preservation Act of 1966. Sealed bids for the demolition project are due by 10:00 am on Thursday, December 18, 2025, and will be submitted through the City of Scranton's e-Procurement Portal (https://secure.procurenow.com/portal/scrantonpa). Prospective bidders must register on the portal and follow the project to receive addenda notifications. Questions regarding technical, scope, and project-related matters must be submitted via the Q&A function before 12:00 pm on Friday, December 12, 2025.
The environmental review determined that there are no above-ground historic properties eligible for listing in the National Register that would be affected by the demolition. For archaeological resources, the review concluded a "no effect" determination provided that excavation is limited to foundation removal and clean off-site fill is used. The structure, built prior to 1978, will require a pre-demolition inspection to ensure compliance with Federal, State, and local laws regarding lead paint and asbestos abatement. The City of Scranton will maintain ownership of the property post-demolition, with the vacant site to be cleared, stabilized, and maintained accordingly. All bid documents and supplementary specifications are available through the e-Procurement Portal. If project scope changes or new historic property information emerges, reinitiation of consultation with PA SHPO is required.
