About this file

This is a Federal Certification Regarding Lobbying form (31 CFR Part 21) applicable to the City of Scranton's 136 Throop Street Demolition project, which is funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program. The certification document establishes the contractor's obligation to declare that no federal appropriated funds have been or will be used to influence federal officers, Members of Congress, or their employees in connection with the awarding of this federal contract. The contractor must acknowledge responsibility for including identical lobbying certification language in all subawards and sub-tier contracts, including subcontracts and subgrants. Bids for the demolition project must be submitted electronically through the City's e-Procurement Portal by 10:00 a.m. on Thursday, December 18, 2025, with a mandatory pre-proposal meeting scheduled for Friday, December 5, 2025, at 2:00 p.m. at the project site. Questions regarding the scope and project details must be submitted via the portal's Q&A function no later than 12:00 a.m. on Friday, December 12, 2025.

The certification serves as a material representation of fact and is a prerequisite for contract execution. Any contractor failing to submit the required certification faces civil penalties ranging from $10,000 to $100,000 for each failure, and false statements are subject to penalties under 31 U.S.C. Chapter 38. Contractors must possess a minimum of five years of experience and current registration, along with comprehensive insurance coverage, performance and payment bonds, and compliance with prevailing wage regulations. The project encompasses complete demolition services including asbestos abatement (with significant asbestos-containing materials identified on-site), structural demolition, utility capping and removal, site grading, and compliant disposal of all demolition materials. Additional required certifications include affirmative action documentation, non-collusion affidavits, and this lobbying compliance certification. The City will maintain property ownership post-demolition and will record a lien at the Lackawanna County Courthouse for all incurred demolition costs.
