About this file
This is a Bid Form Template document associated with the City of Scranton's Department of Business Administration for the complete demolition of 136 Throop Street in Scranton, Pennsylvania. The project encompasses comprehensive demolition services, including asbestos abatement, structural demolition, utility capping and removal, site grading, and disposal of all demolition materials in compliance with state and federal regulations. A mandatory pre-proposal meeting is scheduled for Friday, December 5, 2025, at 2:00 P.M. at the project site. Sealed bids must be submitted electronically through the City's e-Procurement Portal (https://secure.procurenow.com/portal/scrantonpa) by 10:00 a.m. on Thursday, December 18, 2025, with the bid opening occurring in City Council Chambers on the 2nd Floor of City Hall. All technical and project-related questions must be submitted via the portal's "Q&A" function before 12:00 a.m. on Friday, December 12, 2025. Bidders must register as prospective bidders on the e-Procurement Portal to receive automatic addenda notifications and participate in the procurement.
The bid form template requires bidders to provide hourly rates for various labor categories including electrician foreman, journeyperson, and apprentice positions across different shift schedules (weekday standard hours, Saturday and outside hours, and Sunday/Federal holidays), as well as rates for service van and bucket truck equipment and line crew foreman services. All hourly rates must be inclusive of overhead and profit, and bidders shall not include charges for field supervision, supplemental benefits, overhead for emergency services, or material costs in their hourly rates. The project is funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program, administered by the City of Scranton's Office of Economic Community Development. Bidders must be registered contractors with a minimum of five years of experience and must provide comprehensive insurance coverage, performance and payment bonds, and various certifications including affirmative action, non-collusion affidavits, and lobbying compliance documentation. The City will maintain ownership of the property post-demolition and will record a lien at the Lackawanna County Courthouse for all incurred demolition costs.
