About this opportunity
The Florida Department of Juvenile Justice (DJJ) and the Office of Probation and Community Intervention are issuing Request for Proposal (RFP) #10925 for Mental Health and Substance Abuse Evaluation and Treatment Services across all 20 judicial circuits, with Leon County being one of the targeted jurisdictions. The procurement seeks providers to deliver comprehensive services to youth aged 12-19 under DJJ supervision, including mental health and substance abuse diagnostic evaluations, individual/group/family counseling, treatment planning, clinical case management, drug screenings, monthly progress reports, and discharge planning. Respondents must demonstrate at least two years of relevant experience and propose treatment modalities with comprehensive staffing credentials, including licensed mental health and substance abuse clinical professionals. The proposal must be electronically submitted through the DJJ Bid Library by September 10, 2025, with a technical proposal limited to 60 pages and including specific sections such as Management Capability, Program Services, Staffing & Personnel, and Implementation Plan. Mandatory attachments include a Price Sheet, Proposed Treatment Modality, and Foreign Country of Concern Attestation. The anticipated contract start date is January 1, 2026, with an initial contract period ending December 31, 2029.
The RFP emphasizes diversity in procurement and encourages minority business enterprise participation through a Certified Minority Business (CMBE) Subcontracting Utilization Plan. Respondents can receive preference points through various tie-breaking certifications, including Drug Free Workplace, Certified Minority Business Enterprise, Service Disabled Veteran's Business Enterprise, Florida Business, and Foreign Manufacturer with a Factory in Florida. The solicitation includes specific pricing structures with maximum allowable rates, such as $350 for mental health diagnostic evaluations, $450 for integrated evaluations, $150 for treatment plans, and counseling session rates ranging from $12.50 to $38 per 15-minute unit. Providers must comply with state regulations, maintain detailed documentation, and undergo background screenings. The Department intends to award multiple rate agreements, allowing for multiple vendors to be selected across the judicial circuits. While specific total contract value is not explicitly stated, the comprehensive service requirements and statewide scope suggest a significant potential contract value with substantial opportunities for qualified mental health and substance abuse treatment providers.
