About this file

This document is Attachment I: Proposed Treatment Modality, a mandatory form for Request for Proposal (RFP) #10925 issued by the Florida Department of Juvenile Justice (DJJ) and the Office of Probation and Community Intervention. The RFP solicits Mental Health and Substance Abuse Evaluation and Treatment Services across all 20 judicial circuits, with providers required to propose at least one treatment modality per circuit. Respondents must submit the completed attachment with their proposal by September 10, 2025, for a contract period starting January 1, 2026, and ending December 31, 2029. The form mandates detailed information about proposed treatment modalities, including service type, modality name, specific risk factors addressed, age ranges, staff qualifications, session frequencies, session lengths, duration, and session types.

The attachment requires comprehensive documentation of treatment approaches, with specific guidelines for each column of information. Providers must indicate whether proposed modalities are recognized by DJJ's Research Informed and Best Practices webpage, with non-recognized modalities requiring prior departmental approval. The RFP emphasizes diverse treatment options for youth aged 12-21, covering mental health, substance abuse, and integrated services. Pricing is structured with maximum allowable rates, and respondents can receive preference points through certifications like Drug Free Workplace, Certified Minority Business Enterprise, and Service Disabled Veteran's Business Enterprise. The department intends to award multiple rate agreements, allowing multiple vendors to be selected across judicial circuits, with a focus on comprehensive, individualized treatment services for youth under DJJ supervision.
