About this file
This document is Attachment I from Request for Proposal (RFP) #10925 issued by the Florida Department of Juvenile Justice (DJJ) and the Office of Probation and Community Intervention, focusing on a mandatory Treatment Modality form for Mental Health and Substance Abuse Evaluation and Treatment Services. The RFP requires respondents to propose at least one treatment modality for each judicial circuit, with modalities potentially varying across circuits. Respondents must complete a comprehensive table detailing service types, modality names, publishers, risk factors addressed, appropriate youth ages, staff qualifications, session frequencies, session lengths, modality duration, session types, and DJJ clinical treatment recognition status. The contract is set to commence on January 1, 2026, with an initial period ending December 31, 2029, and proposals must be electronically submitted through the DJJ Bid Library by September 10, 2025.
The solicitation includes specific pricing structures with maximum allowable rates, such as $350 for mental health diagnostic evaluations, $450 for integrated evaluations, $150 for treatment plans, and counseling session rates ranging from $12.50 to $38 per 15-minute unit. The Department intends to award multiple rate agreements across all 20 judicial circuits, allowing multiple vendors to be selected. Respondents can receive preference points through certifications like Drug Free Workplace, Certified Minority Business Enterprise, Service Disabled Veteran's Business Enterprise, and Florida Business. The RFP emphasizes diversity in procurement and encourages minority business enterprise participation, with providers required to maintain detailed documentation and undergo background screenings. The target population includes youth aged 12-19 under DJJ supervision, with services encompassing diagnostic evaluations, counseling, treatment planning, clinical case management, drug screenings, progress reporting, and discharge planning.
