About this file

This Notice of Agency Decision document from the Florida Department of Juvenile Justice announces the final agency decision for RFP #10925, which seeks mental health and substance abuse evaluation and treatment services for youth under DJJ supervision across all 20 judicial circuits. The RFP encompasses comprehensive services including mental health and substance abuse diagnostic evaluations, individual/group/family counseling, treatment planning, clinical case management, drug screenings, monthly progress reports, and discharge planning. The proposal submission deadline was September 10, 2025, with an anticipated contract start date of January 1, 2026, and an initial contract period extending through December 31, 2029. The Department identified twelve vendors for potential contract award, with service assignments distributed across multiple judicial circuits: Chrysalis Health serving the majority of circuits (1-15, 17-20); The Henry & Rilla White Youth Foundation covering circuits 1-10, 13-14; and ten additional providers assigned to specific circuits ranging from single-circuit coverage to multi-circuit assignments.

The notice of agency decision posting commenced on December 8, 2025, and remained open for seventy-two hours through December 11, 2025, allowing for protest filings with the General Counsel's Office. The Department intends to award multiple rate agreements across all judicial circuits, implementing a procurement strategy that leverages diverse qualified providers to meet service demands throughout the state. Protests must be accompanied by a bond equal to one percent of the estimated contract amount, with specific filing procedures and requirements outlined under Florida Statutes section 120.57(3) and Florida Administrative Code Chapter 28-110. The RFP emphasizes diversity procurement objectives and encourages minority business enterprise participation through certification preferences in areas including Certified Minority Business Enterprise, Service Disabled Veteran's Business Enterprise, and Drug Free Workplace designations.
