About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 20, seeks a contractor to replace roofing systems on Buildings 1, 2, 3, and 31 at Mann-Grandstaff VA Medical Center in Spokane, Washington, with proposals due September 10. There is no set-aside; this is open competition.

Place of performance is Spokane, Washington. The total roof area is 35,157 square feet. Performance period is 180 calendar days, commencing with Building 2, with phasing of remaining buildings coordinated with the Government.

Pricing is structured as a base item covering all four buildings with four deduct items listed in order of importance—Building 2 (Utility), Building 3 (Utility & Storage), Building 1 (Patient Care), and Building 31 (Patient Care)—that may be awarded separately at the sole discretion of the Department of Veterans Affairs depending on available funding. Each deduct item must be priced separately as a complete job. Prevailing wage rates under Spokane County, Washington wage determination WA20260114 apply; roofer wage is $35.64 per hour plus $14.89 fringe.

Work scope includes demolition of existing TPO and EPDM roofing, substrate preparation and repair, installation of new fully-adhered TPO roofing assemblies with R-30 insulation per ICC-ES-ESR-1463, and installation of new metal coping, flashing, roof drains, and accessories. Buildings are phased by occupancy: Building 2 and 3 allow anytime work; Building 1 (patient care) is restricted to 07:00–21:00 daily; Building 31 (patient care) is restricted to Monday–Friday 18:30–06:30 and weekends anytime. Contractor must develop and maintain a fully resource-loaded Critical Path Method schedule in Oracle Primavera P6 Professional (Version 22+) or Microsoft Project Professional (2021+), submit within 7 calendar days of Notice to Proceed, and update monthly. A qualified third-party scheduling consultant with five years' experience is required; phasing must be coordinated with the Contracting Officer's Representative at least two weeks in advance.

Hazardous materials surveys identified asbestos-containing materials in Buildings 1 and 3 requiring removal per specification section 02 82 13 prior to renovation. Building 1 contains approximately 5,986 square feet of built-up roofing with 2% Chrysotile asbestos. Building 3 has gray parapet flashing sealant with 1.25% Chrysotile asbestos (regulated). Buildings 2 and 31 have no materials exceeding the 1% asbestos threshold. All work must occur while the medical center operates 24/7. Security requirements include employee badging, prohibition on photography, and vehicle authorization submitted 24 hours prior to site access. Contractor provides secured FTP site for electronic submittals due to VA email file size limitations. As-built drawings and operation and maintenance manuals in hard-copy 3-ring binders must be delivered within 30 days of substantial completion. Warranty management plan is required at least 30 days before pre-warranty conference, with joint warranty inspections at 4 and 9 months post-acceptance.
