About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 seeks replacement of Air Handling Unit #34 at Fayetteville VA Medical Center, with proposals due September 4, 2026. The procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. This solicitation (36C24626Q0827) replaces the prior solicitation 36C24626Q0784 due to a technical error; Amendment 0002 extended the due date from the original August 19 deadline.
Place of performance is East Fayetteville, NC 28301. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, and the PSC is Z2DA, Repair or Alteration of Hospitals and Infirmaries. The estimated contract magnitude is between $250,000 and $500,000, with performance running from September 7, 2026, through March 5, 2027, with a 180-day completion window and work hours of 0800–1630 Monday through Friday.
The procurement requires the new AHU to maintain minimum 6 air changes per hour, temperature control of 68–73 degrees Fahrenheit, humidity control of 30–60% relative humidity (targeting 45%), HEPA filtration per VA Safety specifications and Infection Control Permit Requirements, a 40-inch by 20-inch single-row steam coil, and integration into the existing Building Automation System with BACnet controls and open-source Niagara Tridium N4 controls. The unit will serve an auditorium and temporary sterile processing space. The contractor must bear responsibility for engineering, design, rigging, crane work, temporary HVAC equipment, commissioning agent services, and all testing, adjusting, and balancing. Asbestos and lead assessments are required; a reinspection report identifies asbestos-containing materials on the campus rated Priority 7 (lowest priority). The contractor must provide separate QC/SSHO/Site Supervisor positions with no dual or triple hatting. Performance and payment bonds of 15 calendar days are required. A mandatory site visit is scheduled for Thursday, July 30, 2026, at 10:00 AM at the Gazebo at the northern end of Building 1.
Offerors must be certified SDVOSBs listed in the SBA certification database and comply with subcontracting limitations: not paying more than 75% of contract value to non-certified SDVOSB firms for special trade construction work, excluding material costs. The contractor must hold a state license for general contracting work, demonstrate financial capability, and submit detailed coordination drawings 20 days before work begins. Buy American Act compliance certification is required; offerors must certify that all construction materials are domestic or, for any foreign materials, provide justification and market research or comparable data. Amendment 0003, issued August 25, incorporated government responses to 88 RFIs and questions with 13 technical attachments including electrical studies, site plans, asbestos documentation, and building drawings; three AutoCAD files (.dwg, .bak, .dwf) must be requested directly from Contracting Officer Daniel Spaulding at daniel.spaulding@va.gov.
Government evaluation will weigh technical factors (licensure, work plan capability, and past performance from CPARS) alongside price fairness. Prevailing wage rates per North Carolina General Decision NC20260122 (modified May 18, 2026) apply to construction classifications in Cumberland and Hoke Counties.
