About this file
This is an electrical distribution system condition assessment report for the Fayetteville Veterans Affairs Medical Center (VAMC) in Fayetteville, North Carolina, prepared by AES Group, Inc. under Contract # VA101F-17-D-3087.
The report documents comprehensive electrical system analysis conducted across three site surveys from February through October 2022, covering 40+ buildings on the VAMC campus. The facility receives dual 12.47 kV utility feeds from Fayetteville Public Works Commission (Tokay and Hoffner substations), with distribution through a looped medium voltage system serving eleven transformers and powering 1,000+ connected loads. The electrical infrastructure includes seven emergency generators (ranging from 150-450 kW), one 850 kW Combined Heat and Power generator for parallel utility operation, and extensive low-voltage distribution networks. The assessment identified 93 pieces of equipment with failed interrupting ratings (77 overcurrent protective devices and 16 panels) that require replacement or adjustment, and 44 overcurrent protective devices requiring replacement or setting modifications to achieve proper selective coordination. Short circuit analysis across four scenarios (normal utility power with/without motors running, emergency generator power with/without motors) determined available fault currents throughout the system. The report includes fault current calculations, protective device coordination studies with time-current characteristic graphs, voltage drop and load flow analysis, arc flash hazard assessments, equipment condition evaluations, grounding system analysis, and cost estimates for remediation. The overall assessment concluded the electrical system is in good condition and well-maintained, though some distribution panelboards and components are beyond their half-life and warrant consideration for replacement. The report comprises over 200 pages including detailed appendices with one-line diagrams, input data reports, equipment specifications, cost estimates, photographs, and compliance documentation.

1. EXECUTIVE SUMMARY
The Department of Veterans Affairs – Office of Construction and Facilities Management (CFM), commissioned AES Group, Inc. to perform the electrical system condition assessment of the Fayetteville Veterans Affairs Medical Center (VAMC). The Veterans Health Administration (VHA) directive 1028 provides policy regarding the installation, operation, testing, and maintenance of Facility Electrical Power Systems at Department of Veterans Affairs (VA) medical facilities. The scope of this assessment is to provide short circuit analysis, protective device coordination study, voltage drop (load flow) analysis, arc flash hazard analysis, and equipment condition assessment with the purpose of improving the safety and reliability of the electrical distribution system.
AES Group performed the first on-site survey February 7th to February 18th, 2022. A second site visit on August 14th to August 27th, 2022 and a third site survey on October 2nd to October 8th, 2022.
Only minor issues have been found.
The electrical system is in good condition and has been well maintained. Some distribution panelboards, lighting and appliance panelboards are beyond their half-life and should be considered for replacement. A complete listing of deficiencies along with the associated cost for remediation can be found in Section 7 of this report.
The essential electrical system is also in good condition. Some of the components need adjusting in order to achieve a proper selective coordination, but no major replacements were needed.
AES Group performed calculations and analyses for the electrical power system for the Fayetteville VAMC campus, which has a dual utility feed, and various backup generators for emergency power.
The site also includes a Combined Heat and Power (CHP) generator. This generator provides boiler heat & electrical power for improved fuel efficiency.
The short circuit analysis, which aims to verify that circuit breakers and/or equipment are properly rated for the available fault current, has identified ninety three (93) devices that are not properly rated for the calculated available short circuit currents. The model includes multiple scenarios to determine worst-case short circuit current and arc flash energy. The operating scenarios include Normal Utility Power and Emergency Generator Power, as well as additional scenarios with motors off and on.
The protective device coordination study uses both the fixed ratings and adjustable settings of the existing Overcurrent Protective Devices (OCPDs) to graphically display how those devices respond to a short or overload event. The settings were then adjusted to allow the protective device closest to the fault to interrupt the circuit first, thereby minimizing electrical service disruption. Forty four (44) OCPD’s requiring replacement or adjustment have been identified. This report includes a summary of the specific OCPD’s and the recommended changes in Section 4: Protective Device Coordination Study.
This study includes time/current characteristic (TCC) graphs, which show OCPD’s with existing and recommended settings applied.

2.4 Electrical Distribution System Overview
The local electrical utility, Fayetteville Public Works Commission (PWC) provides two primary
12.47 kV electrical feeds to the Fayetteville VAMC campus: One from their Tokay substation (feeder E3A), and one from their Hoffner substation (feeder E3B). The feeders are routed to the 15kV switchgear housed in Building 37.
A request was made for utility bills in order to determine consumption and demand information for each point of service. Appendix C has a summary of the main utility power usage for 2013-2014 from utility bills and shows the usage information for several other months.
From the main switch gear, the medium voltage supply is routed in a loop to the campus, through six (6) sectionalizers, allowing for isolation of specific sections of the loop. This loop supplies eleven (11) medium to low voltage transformers, which power the campus. Normal operation has the medium voltage loop open between sectionalizers 2 & 5.
Buildings 41T, 42T, 45, 46, 47, 48, 49, and 50 are separately fed from utility owned transformers.
The site contains one Combined Heat and Power generator (CHP) located in building 35. The generator installation is designed for parallel operation with the main utility feed. It does not have the capability, and is not designed to independently supply power for the site.
It is a 480V, 850 kW generator, with a dedicated step-up transformer, and is connected to the main 12.47 kV distribution system through sectionalizer #6.

2.7 Ground Resistance Test Reports
The VAMC Grounding System Test report was not available at the time of this submission.
2.8 Data Estimation
While AES has examined all of the electrical equipment at the Fayetteville VAMC, there were instances where data could not be obtained. This can occur due to inaccessible equipment caused by age or location, data missing from the equipment, or the inability to take the equipment out of service for thorough inspection.
To fill in the holes created by this lack of data, the following estimation methods were used:
2.8.1. Transformers
X/R ratios based on typical values for transformers of like type and size.
2.8.2. Loads
Loads on the system were estimated by taking the highest utility power draw from historic utility data, adding 20% and applying the loads to the lowest tier electrical panels. The load values are apportioned in accordance with the cable ampacities at each branch in the system.
Loads that are known to be motors are modeled with a 0.80 power factor. All other loads use a power factor of 0.95.

3. FAULT CURRENT ANALYSIS
3.1. Introduction
Electrical fault current analysis was based on data collected during field surveys of the Fayetteville VAMC electrical distribution system. The analysis examined the available fault current at buses throughout the electrical system and was used to determine the capability of the electrical equipment to withstand an electrical fault at that location.
Both three-phase and single-phase-to-ground calculations were performed.
One-line diagrams are included in Appendix H. Reports showing the complete input data used to construct each model are included in Section 3.4.
3.2. Sources of Fault Current
The fault current calculations performed on the Fayetteville VAMC electrical system were based on available fault current values provided by Fayetteville Public Works Commission, the electrical utility supplying the Fayetteville VAMC campus. This data is shown below and attached in Appendix B.
Table 4
Primary Utility Service Feeds

Tokay 12.47 / 7.2 kV 3,705 amps 2,655 amps
Hoffer 12.47 / 7.2 kV 3,965 amps 2,729 amps
In addition to the primary utility service feeds, the site includes a Combined Heat & Power (CHP) generator, providing up to 850 kW of power at 480 volts. This generator is connected into the medium voltage distribution system through a dedicated transformer, connected to sectionalizer 6.

3.3. Calculation Scenarios
Induction motors provide additional sources of fault current and were included in different study calculation scenarios.
Multiple calculation scenarios were used to calculate available fault current values based on Utility power, Generator power and whether motor contribution is considered. These scenarios are listed in Table 6 Calculation Scenarios.
Prepared for: Dept. of Veterans Affairs 425 I Street, NW, (CFM3A) Washington, DC 20001
Section 3 Page 3 Prepared by: AES Group, Inc.
Table 6
Calculation Scenarios
Scenario Power Source Motors Protection Settings
0 Normal On Existing
1 Normal Off Existing
2 Emergency On Existing
3 Emergency Off Existing
In the Base scenario; Scenario 0, the generators are off, power comes from the utility, and all motors are running. The power system setting reflects the current settings found during the investigation.
Scenario 0 power sources consist of the CHP generator and the utility feed from the “Hoffer” substation. Normal operation of the distribution system uses only one of the utility feeds, of which the “Hoffer” connection has the greatest potential short circuit current. The CHP generator is included as it is designed for parallel operation with the utility connection, and can therefore be expected to be in operation during a fault.
All of the motors connected were in operation as motors contribute fault current during a fault; they become electrical generators.
This is the worst case for short circuit current.
In scenario 1, the power comes from the utility and all motors are off. The power system settings were the ones found during the site investigation as during scenario 0.
In scenario 2, the utility power is off and the main power source are the emergency generators.
All motors were running and the settings matched the existing settings.
Scenario 3 was similar to Scenario 2 with the exception that the motors were turned off.
3.4. SKM Power*Tools Input Data Report
The system components used to calculate fault currents for the scenarios listed in table 6 are included in the DAPPER Fault Analysis Input Report.
