About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is seeking a contractor to provide professional construction services for Project Number 531-24-106 to replace Air Handling Unit 2 (AHU-2) in Building 85 at the Boise VA Medical Center. The project involves replacing an existing dual-duct air-handling system with a modern, high-performance HVAC unit designed to improve energy efficiency and system reliability, including comprehensive direct digital control (DDC) systems with BACnet/IP protocol compliance, ductwork installation and testing, and testing, adjusting, and balancing (TAB) services. The government will employ a "Best Value" tradeoff source selection approach in accordance with FAR 15.101-1, with evaluation factors that include technical expertise, past performance, and price considerations, with special evaluation preferences for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms receiving a 10% price reduction and Veteran-Owned Small Business (VOSB) firms receiving a 5% reduction. A firm fixed-price award will be made to the responsible offeror whose proposal provides the best value to the government. The proposal deadline is December 5, 2025, at 12:00 PM Mountain Standard Time, with all amendments requiring acknowledgment in the proposal submission.

This solicitation is designated as a 100% Small Business set-aside with specific emphasis on SDVOSB and VOSB participation. The procurement falls under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with an estimated contract value between $250,000 and $500,000. The period of performance is 243 calendar days from the issuance of the Notice to Proceed, during which the contractor must complete all construction, installation, testing, and commissioning activities. The project is located at the Boise VA Medical Center at 500 W Fort Street, Boise, Idaho, and contractors must comply with prevailing wage requirements under the Davis-Bacon Act for Ada County, Idaho. A mandatory site visit was held on October 24, 2025, and interested contractors must adhere to strict construction protocols that limit activities to outside normal business hours to avoid interference with hospital operations and maintain infection control standards.
