About this opportunity
Battelle Energy Alliance, LLC (BEA), operating the Idaho National Laboratory (INL) for the U.S. Department of Energy, is seeking qualified vendors to replace an aging Air Handling Unit (AHU) at the TAN-677 facility. The scope of work includes removal and disposal of the existing HVAC and control system, installation of a new system with associated components, integration with existing ductwork and electrical systems, compliance with DOE and ASHRAE standards, and testing and commissioning to verify proper functionality. Interested vendors must submit an Expression of Interest (EOI) by January 29, 2027, to Chase.Egbert@inl.gov, including company information, descriptions of relevant AHU replacement experience, NAICS codes, business size classification, and any prior DOE or federal contracting experience. The EOI process will identify qualified vendors who may be invited to submit proposals in a subsequent Request for Proposal (RFP) process for final award consideration. While the notice does not specify explicit evaluation criteria, qualified respondents should demonstrate relevant HVAC system replacement experience and federal contracting capability.
This Pre-Solicitation Notice carries no set-aside designations and does not identify specific incumbent contractors or potential award values or budget ranges. The work is subject to the Davis-Bacon Act for construction, alteration, or repair contracts exceeding $2,000, and is additionally subject to the INL Site Stabilization Agreement between signatory contractors and labor unions; the Site Labor Coordinator can be contacted at (208) 524-4404 or lance@sitelabor.org for compliance information. Construction work performed at Idaho Falls facilities falls outside these prevailing wage and labor agreement requirements. The timeline extends from the March 24, 2026 posting date through the January 30, 2027 due date, allowing potential bidders approximately ten months to prepare and submit their Expression of Interest. Business sensitive or proprietary information in submissions must be clearly marked by respondents.
