STATEMENT OF WORK (SOW)

CONSTRUCTION

06/27/2025

1. BACKGROUND

This project will replace the existing air handler which is nearing 50 years old.

2. SCOPE

Contractor shall provide all tools, equipment, materials, labor, supervision, and management to complete the intent of project 531-24-106 in strict accordance with this SOW, contract drawings, and contract specifications. Any and all Work not specifically identified by the contract drawings and/or specifications but necessary for a complete system shall be included as if specifically identified in the Contract Documents.

Work includes, but is not limited to, demolition, site preparation, structural, mechanical, plumbing, and electrical.

3. SPECIFIC TASKS

The Boise Veterans Affairs Medical Center is a Hospital First. Any and all construction activities shall be secondary to the mission of the Medical Center. This means that some activities shall only be performed outside of normal business hours, may be curtailed if they interfere with normal activities, and may be delayed for other times or conditions. Other potential issues include, but are not limited to noise pollution, noxious fumes, vibrations, parking and roadway restrictions, and limited utility tie-ins. Restrictions on activities may be imposed by the Contracting Officer (CO) even if they are below OSHA allowable limits. The CO or their designated representative shall have the final authority over the needs of the BVAMC.

Additionally, construction safety, infection control, and site security shall be prime requirements of the Work and as such any infraction may be considered a material breach of the Work and cause for termination for cause by the Government.

4. REPLACE AHU-2 BUILDING 85

This project is the replacement of Air-Handling Unit 2 (AHU-2) in Building 85 at the Boise VA Medical Center (BVAMC) in Boise, Idaho. AHU-2 serves as the primary dual-duct air-handling system for Building 85, providing essential conditioned air to the facility. This project involves designing a replacement unit with modern, high-performance equipment to meet current HVAC demands while improving energy efficiency and system reliability testing. The Contractor shall be responsible for all testing and laboratory services in connection with this project as stated in the contract drawings and specifications. Testing and laboratory services include, but are not limited to HVAC test and balance. The Contractor shall provide both paper and electronic copies of all test reports to the COR in a timely manner.

5. DISPOSAL OF MATERIALS AND EQUIPMENT

The Contractor is responsible for the correct disposal of all materials associated with this project. Details on documenting waste streams as well as a list of local recycling/disposal facilities will be provided to the Contractor at the start of work; compliance with disposal and documentation is required under the base bid contract.

6. COORDINATION OF WORK

If any questions or concerns arise, the Contractor shall contract the CO and/or the COR for direction. Any disruptions to the normal functions of the BVAMC (road closures, utility connections, etc.) shall be brought to the attention of the COR in writing at the earliest possible date. Refer to the contract specifications for allowable time frames of notification.

7. PERFORMANCE MONITORING

The Government is required to monitor contractor performance and certify the work was done in strict accordance with the contract. This monitoring will be done by the COR. At least weekly, the COR will perform Safety and Interim Life Safety inspection and Environmental inspections. In addition, the COR shall perform periodic inspections of the Work as further detailed in the Specifications. It is the Contractor’s responsibility to manage their schedule to allow adequate time for all inspections prior to proceeding with subsequent work.

A. Inspection and Acceptance Criteria

The COR is responsible for certifying that the work done under the contract is performed to time and standard. The COR is also responsible to assure the inspection and acceptance of in place products provided incidental to services. A demonstration period or trial period is not considered inspection of a product.

8. QUALITY CONTROL

The Contractor is responsible for their own quality control. Refer to specification 01 45 00 for expectations and reporting requirements related to quality control. Failure to comply with quality control requirements may result in removal of personnel from the jobsite and/or contract termination for cause by the Government.

9. SECURITY REQUIREMENTS

The Contractor shall only access BVAMC buildings directly associated with the Work. The Contractor shall not enter or attempt to enter any patient care area unless coordinated with the COR. Additionally, the Contractor shall provide construction site security as further identified in the Specifications or on the Drawings.

A. Contractor Parking and Material Laydown Area

Contractor parking and material laydown areas shall be coordinated with COR prior to any work.

10. SPECIAL CONSIDERATIONS

Consideration for crane lift for installing roof trusses should be closely coordinated with the VA to minimize impacts to traffic on the entry road to the hospital for both patients and staff.

A. Phasing

There are no special phasing requirements for this contract.

B. Identification of Potential Conflicts of Interest

There are no known potential conflicts of interest.

C. Identification of Non-Disclosure Requirements

The Contractor shall not have access to sensitive and/or proprietary information. No non-disclosure agreements are anticipated for this contract.

D. Packaging, Packing, and Shipping Instructions

All deliveries shall be specifically addressed to the Contractor and not the BVAMC. The BVAMC shall make best efforts to refuse delivery of Contractor goods or materials. Any materials inadvertently received by the BVAMC will be identified to the Contractor for immediate pick-up.

The BVAMC takes no responsibility for the receipt of any goods or materials that are the Contractor’s. Additionally, the Contractor shall be responsible for receipt, offloading at the site, and storage of all delivered goods pertaining to this contract.

11. RISK CONTROL

The Contractor shall refer to division 01 specifications for guidelines on safety, risk, and infection control.

12. PERIOD OF PERFORMANCE

The contract period of performance shall be 243 calendar days from receipt of the Notice to Proceed. Refer to specification section 01 00 00 – 1.42 for detailed information on the contract schedule. Additional contract days may be negotiated during award if any add alternates are selected by the Government.
