About this opportunity

The Department of the Army National Guard seeks venue and event management services for the New Hampshire Army National Guard Yellow Ribbon Reintegration Program on November 8, 2026, with proposals due October 22, 2026. This is a 100% small business set-aside RFQ; only qualified small businesses may submit quotes. The solicitation number is W912TF27QA001.

Place of performance is Concord, New Hampshire. The contractor must identify and secure a commercial venue within a 40-mile driving radius of Concord's city line capable of hosting 140 total attendees (120 adults and 20 children) from 0600 to 1700 hours on the event date. The facility must accommodate a general session seating 120 adults and 10 children, two separate breakout rooms (minimum 20 personnel each), a private acoustically isolated counseling room, two dedicated childcare rooms, commercial-grade audiovisual systems with projector and screens, high-speed Wi-Fi supporting 150 simultaneous devices, and 100 parking spaces with 2 VIP spaces. The NAICS code is 721110 (Hotels except Casino Hotels and Motels); the PSC code is X1AB (Lease/Rental of Conference Space and Facilities).

The contract comprises three CLINs: facility and operations (CLIN 0001), catering services and food operations (CLIN 0002), and childcare and youth services (CLIN 0003). Catering requires morning beverage service (0830–1030) and a full hot buffet lunch (1200–1300) for 120 adults and 20 children, supervised by a Certified Food Protection Manager complying with New Hampshire health regulations and ServSafe standards, including separate children's menus and allergen management. Childcare must be provided by licensed, background-vetted providers holding current New Hampshire DHHS Child Care Licensing Unit licenses or statutory exemptions, with minimum two qualified staff per room (infants ages 1–5 and youth ages 6+), current pediatric First Aid and CPR certifications, favorable FBI background checks, and $500,000 commercial liability insurance. Childcare credentials and insurance documentation are due November 1, 2026.

The Government will award a firm-fixed-price contract. Evaluation assigns technical ratings of Acceptable or Unacceptable based on operational compliance attestation (full written confirmation of PWS compliance without exception), facility suitability (specific venue identification with documented capacity and infrastructure), and licensing and post-award deliverable commitment (signed attestation of contractor and subcontractor qualifications and mandatory documentation). Price evaluation assesses fair and reasonableness of all quoted line items. Service Contract Act prevailing wage rates apply; wage determinations cover Merrimack, Belknap, Rockingham, Strafford, and Hillsborough counties within the 40-mile radius. All pricing must be fully loaded into CLINs with no separate service charges, gratuities, or taxes. Invoicing and payment process through WAWF and EFT. Small business primes may subcontract venue, catering, and childcare services to qualified firms meeting PWS requirements.
