About this opportunity

The United States Property and Fiscal Office for Wisconsin is soliciting firm-fixed-price quotes under RFQ W912J2-27-Q-042147 for a post-demobilization Yellow Ribbon Reintegration event for the Wisconsin Army National Guard, with proposals due November 15, 2026. The requirement is unrestricted with no set-aside, under NAICS 721110 and PSC V231, and award goes to the lowest-priced offeror meeting all Statement of Work requirements. Anticipated award is December 1, 2026.

Place of performance is Wisconsin Dells, Wisconsin, and the Q&A limits the geographic area to 10 miles from Wisconsin Dells. Setup access begins no later than 1600 on January 8, 2027, and the event runs through January 10, 2027, for approximately 500 personnel from the 121st Field Artillery Regiment and 108th Forward Support Company. Lodging is required only for the night of January 9: 205 double-occupancy rooms with two beds each (410 beds), with complimentary on-site parking for at least 250 vehicles. The Q&A states lodging may be at properties within 2 miles of the conference center, and the prime contractor need not own or operate the hotel.

Day 1 requires a general session room with cabaret seating for 500, two 12-16 ft projection screens, sound, wireless microphones, and Wi-Fi supporting 500+ simultaneous users, plus a resource fair room with 20 skirted tables and 10 electrical drops, a registration foyer, and a privacy room. Day 2 requires six breakout rooms with cabaret seating for 100 each and individual A/V systems. Movable airwalls are acceptable if they independently meet SOW requirements. Infant/nanny room sizing is 1,500 square feet per the SOW, though the Q&A confirms the vendor is not responsible for providing childcare services. Beverage service includes continuous water, coffee, tea, sodas, and condiments, with snacks at designated times; meals are not required. One dedicated on-site event coordinator is required, and a facility walkthrough and A/V dry run must occur at least 14 calendar days before the event.

Pricing must include all mandatory service charges, resort fees, and taxes. The Q&A confirms no attrition requirement applies and quotes must remain valid 30 days past closing. Offerors submit a conformance narrative (no required format or page limit) and the completed bid sheet. The Q&A states PH1_V2 supersedes all prior bid sheet versions. Invoices are submitted and paid through WAWF.
