About this opportunity
The Department of Veterans Affairs Veterans Health Administration Sierra Pacific Network seeks construction services to repair and replace three concrete sidewalks at the VA Northern California Healthcare System in Martinez, California, with proposals due June 15, 2026. This is a total Service-Disabled Veteran-Owned Small Business set-aside, limiting competition to certified SDVOSBs registered on SAM.GOV and verified through the SBA Small Business Search website.
Place of performance is 150 Muir Road, Martinez, CA 94553. The three sidewalk sections—approximately 185 feet by 6 feet, 80 feet by 8 feet, and 15 feet by 15 feet—currently pose tripping hazards due to uneven concrete, cracking, tree root damage, and displacement. All work must comply with ADA standards and the VA Master Specifications. Concrete thickness is 4 inches with a minimum 3-inch subbase of recycled class 2 aggregate; no reinforcing steel or wire mesh is required. Tree roots within 6 inches of the sidewalk footprint must be removed through root pruning without requiring ISA-certified arborist involvement. The contractor must provide site preparation including excavation, compaction verification, and resolution of underlying subsurface issues.
Work near Building 19 must occur on weekends with sidewalks ready for pedestrian use by Monday. Work near Building 20 may occur during normal business hours (7:30 AM to 4:00 PM, Monday through Friday). Sections 2 and 3 must be completed within one weekend; Section 1 has no time constraint. Contract period is 120 calendar days from Notice to Proceed. The contractor must furnish all labor, materials, equipment, engineering services, and supervision. Personnel must include an OSHA 30-certified superintendent and Site Safety and Health Officer (positions may be combined) and an OSHA 10-certified workforce. A full-time quality control manager is mandatory. Performance and payment bonds are required within ten days of award. NAICS code is 236220, Commercial and Institutional Building Construction. Evaluation is based solely on lowest price from qualified offerors. A pre-proposal site visit is scheduled for May 11, 2026 at 9:00 AM Pacific Time, with an additional site visit on May 20, 2026 at 9:00 AM. Requests for Information were due May 28, 2026. Amendment 0004, posted June 8, requires all offers to include a completed VA Form 852.219-75 certifying that the prime contractor will not pay more than 85 percent of the government contract amount to non-SDVOSB/VOSB firms; material costs are excluded from this calculation.

SOLICITATION-DESCRIPTION The VA Southern Nevada Healthcare System (VASNHS) Outpatient Surgery Department provides podiatry, orthopedic, vascular, ear, nose and throat (ENT), and other outpatient surgery services for veteran patients. These services are rapidly approaching their maximum exam space capacity for patient care and require existing administrative spaces to be converted into examination rooms to meet the growing demands. Currently, these existing administrative spaces are not equipped with the proper plumbing fixtures or exam lights needed for clinicians to provide care to veteran patients. Additionally, certain spaces are large and underutilized and would be best divided into two separate exam spaces. To facilitate proper care to the growing veteran population, the VA requires construction services to reconfigure these existing spaces into standardized general-purpose exam rooms. The work will be accomplished at the VA Southern Nevada Healthcare System campus located at 6900 North Pecos Road, North Las Vegas, NV 89086. (END OF SOLICITATION DESCRIPTION)
