About this file
This is a Request for Information (RFI) document containing 25 clarification questions and government responses regarding a sidewalk replacement project at an active VA Medical Center facility.
The project involves repair and replacement of three sidewalks (identified as Sidewalk #1, #2, and #3) at the VA Southern Nevada Healthcare System campus in North Las Vegas, Nevada. Key technical specifications clarified include: concrete thickness of 4 inches with a minimum 3-inch subbase (recycled class 2 aggregate base acceptable if conforming to specification 32 05 23); no reinforcing steel or wire mesh required; and ADA compliance with reference to VA TIL website standards and specifications 32 05 23 and 03 30 53. Root removal within 6 inches of depth is required for trees adjacent to sidewalks, with the Contracting Officer's Representative on-site to confirm. The contractor is responsible for repairing any damaged utilities at no government expense, though utility scanning drawings may be provided by Notice to Proceed as reference only. Sidewalks #2 and #3 require weekend or Friday evening (after 5 PM) work with completion within 24 hours to protect new concrete from foot traffic and enable opening during the week; Sidewalk #1 permits weekday work without time constraints. Temporary fencing (6-foot panels acceptable) and temporary pedestrian paths are required for Sidewalks #2 and #3 to maintain access between Building 19 and the patient parking lot. Personnel requirements include OSHA 30 training for the superintendent and Site Safety and Health Officer (who may be the same individual), and OSHA 10 training for all other workers. A full-time SSHO and separate QC manager are mandatory. Testing, surveying, and VA badging are not required contractor responsibilities.

1
There are no details for the concrete sections: Thickness of concrete? Subbase thickness? Reinforcing steel or wwm? If so size / spacing?
Concrete should be 4 inches thick. Subbase should be at least 3 inches thick. Reinforcing steel or wmm is not needed.
2
If we are using subbase, can it be recycled class 2 aggregate base?
If the subbase conforms to specification 32 05 23 Cement and Concrete for Exterior Improvements, then it can be used. Recycled class 2 aggregate base should be ok.
3
Will we need to get a utility locator to scan for utilities or will the facility mark out their lines?
The facility will not mark out utility lines. A utility locator is not a requirement. However, if any utilities are damaged, then the contractor shall make the appropriate repairs at no expense to the Government.
4
Do we need to hire an arborist if there is substantial root pruning or will the facility provide direction on what we can cut?
No arborist is needed. The direction is to remove tree roots within the sidewalk footprint up to 6 inches in depth, which is the amount of existing subgrade that shall be removed and re-compacted. The COR should be on-site and available to confirm roots.
5
Do we need to provide temp paths at any locations?
Sidewalks #2 and #3 (attachment 01) should have a temporary path, particularly so people can walk between building 19 and the patient parking lot (located south of B19). Sidewalk #1 will not require a temporary path.
6
Spec calls for 7’ temp fence. Standard panels are 6’. Would that be acceptable?
Yes, 6’ panels are acceptable.
7
If we put a temp fence around the whole area will that block traffic?
It is up to the contractor to determine if fencing will block traffic. This should be reflected in a traffic control plan if so.
However, it does not seem likely that vehicle traffic will be blocked for sidewalk #2 and #3. Sidewalk #1 is not located along a street so it seems likely that fencing would not block vehicle traffic.
8
Since there are no grades shown do we need to hire a surveyor per the specifications?
No, a surveyor is not required.
9
Can you confirm the requirements for everyone to have OSHA 10 training and the Competent Person and SSHO have to have OSHA 30 training?
Yes, confirmed. The superintendent and SSHO are required to have OSHA 30 training. Everyone else is required to have OSHA 10 training.
10
Specifications say testing (compaction & concrete) to be hired by the GC. Confirming we are considered subcontractors here and testing is by others.
Testing is not required.
11
Specifications says shields or barriers may be required for noisy work. If we’re using standard late model equipment with all the latest emissions equipment, will we be required to do any additional screening or barriers?
Shields or barriers for noisy work are not inheritably needed. However, if the work does exceed noise levels as described in specification 01 57 19 Temporary Environmental Controls, Section 1.5.F, then the contractor will need to lower construction noises or perform work outside of regular business hours.
12
The spec says to protect the new concrete from foot traffic but areas 2&3 call for replacing the concrete on the weekend and having it open during the week?
Sidewalks #2 and #3 must be protected from foot traffic for at least 24 hours. Yes, the work for sidewalks #2 and #3 should be performed on the weekend and ready to open during the week. Sidewalk #1 does not have the time constraint and can be protected for longer.
13
Please provide the precise square footage (or linear footage) for each of the three sidewalks identified in Attachment 01 (Sidewalk Location.pdf). The aerial photo is not dimensioned, and the photos do not allow accurate measurement.
See below for approximate dimensions. Thickness should be 4”.
14
Sidewalk 1 Root Damage – For the curved sidewalk identified as Location #1, what is the required extent of root removal/cutting and what tree protection measures (if any) are required during and after construction?
All roots within 6 inches below the sidewalk shall be removed/cut. No tree protection measures are required during or after construction.
15
Underground Utilities – Are there any known underground utilities (irrigation, electrical, communication, storm drain, etc.) located beneath or immediately adjacent to any of the three sidewalks? If so, please provide locations or require potholing prior to demolition.
It is unknown if utilities are located directly underneath these 3 sidewalks. We are currently conducting utility scanning throughout campus and can supply drawings if available by construction NTP. However, the drawings would be supplied as a reference and are not to be assumed correct. Contractor will still be responsible for repairing any damaged utilities at no expense to the Government. It is likely that irrigation lines are located nearby, particularly for sidewalk #1.
16
ADA Compliance – What are the exact ADA/VA slope and cross-slope requirements for the new sidewalks? Will the Government provide final grading elevations or is the Contractor responsible for achieving full ADA compliance?
Refer to specifications and VA TIL website. The Government will not provide final grading elevations. The slope of the sidewalks should be ADA compliant
17
Concrete Specifications – Please confirm the required concrete mix design (psi strength), color, finish, joint spacing, and expansion joint details for the new sidewalks per Section 32 05 23 and 03 30 53.
See specifications and VA TIL website Standard Details (https://vatilms.va.gov/vatilms/reports/PG-18-4%20Standard%20Details/Exterior%20Improvements)
18
Are truncated dome detectable warning panels required at any curb ramps or sidewalk transitions? If yes, please provide locations and approved manufacturers.
No, truncated dome detectable warning panels are not required.
19
Will the Government or the Contractor be responsible for concrete cylinder testing, slump tests, and any other material testing required under Section 01 45 29?
The contractor is not responsible for any concrete cylinder testing, slump tests, and any other material testing required under Section 01 45 29.
20
Because this is an active VA Medical Center, will the Contractor be required to perform the work on weekends only, or can weekday work be performed with proper pedestrian detours and signage?
Work for sidewalks #2 and #3 must be performed during the weekend or Friday evening after regular business hours (after 5pm). Sidewalk #1 can be weekday work.
21
What specific temporary pedestrian barriers, signage, and detour requirements will be enforced during sidewalk replacement?
No specific temporary pedestrian control requirements.
22
Since all this work is exterior will all Contractor and subcontractor personnel require VA badging and escort? Please confirm the badging process and lead time.
No, VA badging is not required.
23
Will the Government provide as-built drawings or a recent survey of the existing sidewalks and adjacent grades?
We are currently conducting utility scanning throughout the campus and can supply drawings if available by construction NTP. However, the drawings would be supplied as a reference and are not to be assumed correct. Contractor will still be responsible for repairing any damaged utilities at no expense to the Government.
24
Are there any specific tree protection fencing or root-pruning specifications that must be followed for the mature trees adjacent to the sidewalks?
No, there are no specific specifications.
25
Please confirm that a single qualified individual may serve in multiple roles (e.g., Site Superintendent also acting as SSHO and QC representative) for this sidewalk replacement project.
The superintendent can also serve as the SSHO. The superintendent may not serve as QC representative.
26
Does the project require a full-time dedicated SSHO or CQC Manager, or is a competent person on site during work activities sufficient per Sections 01 00 00 and 01 35 26?
The project requires a full-time SSHO, who could be the superintendent as well. QC manager should be a different individual.
