About this file

This is a VHA Master Specifications document for construction projects at Department of Veterans Affairs facilities, specifically applicable to sidewalk repair work at the VA Southern Nevada Healthcare System.

The specifications establish comprehensive requirements across multiple construction divisions including general requirements, existing conditions, concrete work, earthwork, and exterior improvements. Key requirements include: contractor compliance with VA security management programs and badging procedures; maintenance of 24/7 medical center operations with coordinated phasing; protection of occupied Buildings 19 and 20 during construction, with particular attention to infection control and dust management; use of chain-link construction fencing (7-foot minimum height); and adherence to strict utility service interruption protocols requiring 7-15 days advance written notice to the Contracting Officer. The specifications mandate that contractors submit detailed submittals including shop drawings, product data, samples, and an Accident Prevention Plan 15 days prior to the preconstruction safety conference. Concrete sidewalk work must comply with ACI standards for air-entrained concrete (minimum 25 MPa compressive strength), include proper subbase preparation with 95-100 percent compaction verification, and be finished with broom texturing for slip resistance. All work requires daily safety inspections, Site Safety and Health Officer oversight, environmental protection and waste management plans, and construction waste diversion to a minimum of 50 percent. The contractor must maintain as-built drawings, conduct professional surveying for layout verification, and protect existing vegetation and utilities throughout the project duration. Testing laboratory services are required for materials testing, compaction verification, and concrete strength validation at specified intervals.
